This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N65236-97-R-0375 is issued as a RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. Because this procurement is for licenses for the Drug-Drug Interaction Module which is proprietary, this action is being done on a sole source basis to First Databank, San Bruno, CA. The required items are 107 site licenses for the Drug-Drug Interaction Module. All licenses shall be received by 30 SEP 1997, FOB destination at: SCSC, SAIC, 4161 Campus Point Court, San Diego, CA 92121. Provision 52.212-1, Instructions to Offerors-Commercial, and clause FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. Award will be made to the responsible, responsive company whose bid is technically acceptable, lowest price. Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this order including the following FAR clauses referenced in paragraph (b): 52.203-6 (Alt I), 52.203-10, 52.219-8, 52.222-26, 52.222-35, 52.222-36, and 52.222-37, 52.225-9. Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes and Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition; including the following DFARS clauses: 252.225-7007, 252.225-7012, 252.233-7000, and 252.247-7024.
