This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation F41691-97-Q1532 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 90-43. This requirement is set-aside 100% for small business. The SIC code is 7371, Computer Programming Services, size standard 18M. Requirement consists of the following Line Items: (0001) Floating Full Text Search License, 10 pack, for HP 9000/7XX, (0002) ARWeb Gateway Server for Solaris, (0003) ARServer Multiprocessor Server for HP 9000/7XX (all previous line items should support Oracle database); (0004) Floating Write License (5 pack) for WIN 95, (0005) 24 hour response time Standard Server,(0006) Development of virtual consulting and training. The statement of need for Line Item 0006 is as follows; 1. Objective: Provide a attractive and easy to use Web interface and data base structure that works with Remedy. 2. Background: An Air Force wide organizational climate and quality of life survey will be accomplished during the month of October 1997. Approximately 600,000 military and civilian Air Force members will respond. Each organizational commander from a squadron (lowest business unit) up will receive a report of their organizational climate. Fourteen organizational climate indicators such as leadership, communication, teamwork, job characteristics, participation / involvement, etc. will be assessed. In order for the information to be fully utilized, commanders may need consulting services. Due to the numerous locations of commanders around the world, a personal consultant can not be available for every commander. Thus, the need exists for virtual consulting. 3. Customers: Potential of 9000 customers, with no more than 500 users at one time is anticipated. 4. Access: All customers will access a central system using standard web browser. Restrictions are applied by the server on the ".mil" domain. Users are not required to have a existing account. The system will create an account upon first login. 5. Web Page: Look and feel similar to the REMEDY "Products and Services" assistance pages is desired. 6. Primary Systems Functions: (a) Input of core knowledge. The knowledge needs to be input via the web through a form. Multiple experts will input the core knowledge from around the country. The data will be keyed in or cut and paste from existing documents. (b) Verification of core knowledge. Some core knowledge areas that are submitted may need verification by a central point of contact, however not all areas will need verification. If an item requires verification, after the item has been approved, it is made open to the public. (c) Retrieval by users. User must be able to enter the system using a industry standard web browser. A full-text search will be available. The information must be retrieved quickly. If more than one related topic exists on the search, all subjects are provided for the user. (d) Submission of request for information. If the information doesn't exist in the knowledge base, the user can submit a request by using a form. The topic of the request needs to be categorized by: One of the 14 factors, Unit self assessments, Strategic planning, "Other". (e) Answering requests. Request comes to a central location and is answered. Request is routed to a subject matter expert based on the type of request. (f) Updating the core knowledge. Upon answering a request, the answer must be easily submitted back to the knowledge base by the central help desk or subject matter expert. (g) Tracking. Open items reports should be able to be tasked to Subject matter experts. A tracking system for tasks and a report should be included. Closed items reports should include what and who answered the suspense items. Paths and items used should include: The need to know what is being used, items most frequently used, items that are not being used. (h) Escalation. If a users' request has not been answered in a pre-set amount of time, a designated administrator is notified. (i) Means to contact system administrator with problems using the system should include a capability to e-mail the system administrator with problems that users are having with the system. (j) Case based reasoning may be used in the future for access to some of the information. If quoting "or equal" please submit specification with your quote. Interested parties capable of providing the above, must submit written price and technical proposals, and provide firm evidence of their ability to perform. All responses will be fully considered. Award will be made under simplified acquisition procedures, evaluation procedures IAW FAR 13.106-2 will be used. Offers must include catalog price lists, delivery schedules and a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial Items. The clause at FAR 52.212-5 applies to this acquisition with these additional FAR clauses marked: 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4214).
