Center, Systems Program Office is conducting a market survey to assess
the availability and potential management, technical and software
engineering capability to develop, integrate, field and sustain
TRAC2ES. This system provides global patient evacuation planning in an
integrated system. The system must meet the following needs: 1.) One
Stop Shopping: merge medical regulation, patient evacuation, bed
assignment, lift management, and enroute patient care management; 2.)
Decision Support: evaluate medical capability and supportability of
patient movements, provide in-transit visibility for patients and
patient movement items; 3.) Lift-Bed Planning: ensure that war
planner's lift solutions are supportable from the medical sustainment
perspective; 4.) Intransit Visibility: track patients, patient movement
items, attendants, and ensures medical information is entered into the
medical information system; 5.) Global Visibility: oversight of
patient movement requirements, patient flow between echelons, and
assured execution of movement plans; 6.) Planning, Forecasting, and
Reactive Planning: medical evacuation analysis for deliberate, crisis,
and reactive action planning. To date, one prototype has been
developed and the program is ready to transition to system development,
integration, fielding and sustainment. Sources should demonstrate a
capability for total system responsibility to include supporting
TRANSCOM in the development and evolution of their doctrine, policy,
procedures and organizational planning through functional process
improvement, integrating these requirements into an automated
information system, planning and conducting sustainment and system
training. Sources should have a demonstrated capability (in no specific
order of importance) in program management, business process
re-engineering, system modeling, system cost/benefit analysis, software
& hardware development, system engineering and integration, interface
control and management, associate contractor agreement management,
communications, system security, system support, and training. Sources
should also have the capability of handling classified material up to
Secret. All responsible sources should submit capability
statements/packages and any other appropriate information (including

government will conduct an Early Industry Involvement Day which is
tentatively scheduled for 8 Oct 97. In addition, we anticipate
establishing a web page for the TRAC2ES program on the San Antonio RFP
and Acquisition Highway (SARAH). As more current information becomes
available (such as industry day dates, prototype software and design
documentation, etc.) it will be posted to the SARAH
