Counseling services must be provided within the local area opf the Submarine Base. Services provided are for employees affected with personal problems, which may include but not be limited to alcoholism, drug addiction, gambling, marriage or family counseling, interpersonal relationship and financial counseling. The counselor shall provide intake, evaluation, and referral counseling in up to three interviews. Additionally periodic orientation and training sessions of management and supervisors regarding the program as well as direct mailings of informational brochures to employees' homes. All responsible small business sources may submit a quotation which sall be conisdered by the agency.
