Bednar, (717) 895-6369, Contract Negotiator Joe Santillo (717) 895-7517 This provides notice that Tobyhanna Army Depot intends to negotiate on a sole source basis with HK Systems (Harnisfeger Engineers and Kenway), PO Box 45425, Salt LAke City UT, for services to repair and expand the existing Automated Storage and Retrieval System (ASRS). The ASRS utilizes sixteen (16) Automated Guide Vehicles to deliver requested mission material throughout the industrial complex. The AGV's are wire-guided vehicles which navigate along an epoxy-coated guidepath by means of a wire buried below the floor. The ASRS computer control system monitors and directs the AGV activities through the buried wire. At the direction of the main computer system, the AGVs deliver material via the guidepath to the Pick-up and Drop-off (P&D) points. P&D points are designated locations which have been strategically placed and specifically designed and wired to enable the AGV to enter the main path, drop off requested mission material or pick up materials for transportation to secondary operations or return to stock, and then re-enter the main path, continuing upon the mission. The services required include replacement of the existing guidepath wiring, addition of P&D points; guidepath extension into existing areas; and, in order to maintain the integrity of the AGV navigation, modifications to the ASRS AGV control software resident within the existings ASRS computer control system to accomodate and reconcile the physical as well as the electrical changes in the wiring, the P&Ds, and the guidepath extensions. Eaton Kenway, now HK Systems, was the original designer and installer of the entire ASRS. As such, the design and logic behind the AGV guidepath belongs to HK Systems. The Government does not own the Technical Data Package (TDP) for the required services because the software/logic connected to these services is proprietary to HK Systems. No other than the Original Equipment Manufacturer (OEM) is known to fully understand the logic behind the guidepath design and software. Firms believing that they can provide the service should contact the Contract Negotiator, Joe Santillo. See Note 22. This action is being processed in accordance with FAR PArt 12 for the acquisiiton of commercial items/services. (0252)
