commercial services prepared in accordance the format in Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation (F0863798QX184) is issued as a request for quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This procurement
is reserved for small business concerns, utilizing the size standard
in FAR 19 under Standard Industrial Code 0782. $5M. Offerors are to
quote on the following line items: Services, Nonpersonal: Contractor to
provide all labor, equipment, tools, materials, and other items
necessary to perform grounds maintenance in accordance with the
Statement of Need listed below, for a period of 1 year . Line Item 0001
Building 647, Quantity 12, Unit of issue: Month. Line Item 0002
Building 822, Quantity 12, Unit of issue: Month. Line Item 0003
Building 920, Quantity 12, Unit of issue: Month. Line Item 0004
Building 1005, Quantity 12, Unit of issue: Month. Offerors are to bid
on a per month amount for this job and provide a total yearly amount.
STATEMENT OF NEED- Contractor shall provide all personnel, equipment,
tools, materials, and other items necessary to perform grounds
maintenance for four (4) Headquarters First Air Force facilities.
(Buildings 647, 822, 920, and 1005) from 01 Oct 97 through 30 Sep 98.
The contractor shall comply with all Tyndall AFB regulations, as well
as all state, federal, and local laws in the performance of this
contract. The contractor's work force shall perform all services
associated with general grounds maintenance duties. The contractor
shall ensure that that all grounds maintenance tasks performed will be
in a manner that will maintain healthy grass, trees, shrubs and plants
and present a clean, neat and professional appearance. Lawn Care-
Building 647. Lawn care shall consist of but not limited to grass
mowing (grass to be maintained between 3 and 3.5 inches), weed eating,
edging around all curbs, sidewalks, removing grass trimmings, weeds,
leaves, and pine straw. All lawn care will be accomplished in
accordance with industry/commercial standards to include but not
limited to, application of grass seed and fertilizer applicable to
seasonal needs. Grass cutting shall be accomplished in all directions,
for a distance of 50 feet from the building or the adjacent fenced
areas (fenced satellite, air conditioner and pavilion areas) or to the
edge of Illinois and Suwannee Ave., whichever is greater (to include
islands). Mowing shall occur at least once a week during growing season
or more often to meet height standards. Mowing during dormant seasons
will be as required to meet height standards. Buildings 822, 920, and
1005. Grass cutting will be accomplished in all directions for a
distance of 50 feet from the buildings. Contractor to maintain grass
between 2.5and 3 inches. Mowing shall occur at least once weekly during
growing season or more often as necessary to meet height standards.
Grass clippings shall be mulched or removed when clippings are not
adequately mulched to present a clean, neat and professional appearance
on initial mowing. Grass clippings shall be disposed of at an off base
location in accordance with existing local, state and federal
regulations. Landscaping- EDGING will be accomplished around all
sidewalks, driveways, curbs, and other concrete or asphalt edges
located around the designated facilities. Edging will be accomplished
each time the grass is mowed. TRIMMING shall be accomplished around all
trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking
lot bumper blocks, boulders, and other fixed obstacles. Trimming will
occur each time the grass is mowed. PRUNE SHRUBS/HEDGES/LOW LYING
PALMS, EVERGREENS AND BROADLEAF- Shall be pruned as required to
maintain their natural growth characteristics, mature height and shape.
IRRIGATION-Repair of sprinkler system. The contractor will be
responsible for repair or replacement of all piping or pipe fittings,
valve solenoids and sprinkler. All parts, equipment and labor to be
provided by the contractor. The contractor shall weekly manually
operate the sprinkler system to determine the condition of the entire
sprinkler system and adjust or repair as required to maintain 100%
coverage of improved grounds. In the event that the Government or the
contractor determines that modifications or alterations are required to
the sprinkler system, the Government shall provide the materials and
the Contractor shall provide the labor. MAINTAIN BEDS/PLANTED AREAS-
Eliminate weeds, fertilize, edge, maintain wood chips, rock, or pine
straw levels, and repair or replace damaged plants in shrub and plant
beds and desert landscape areas. All weeds shall be eradicated manually
or mechanically but not chemically unless approved by the Government.
Removal and replacement of plants, trees and shrubs shall be
coordinated between the contractor and the Government. The Government
will provide plants, shrubs, trees, rock, pine straw, and mulch as
necessary. REMOVE DEBRIS/POLICE GROUNDS- General litter patrol shall be
performed by the contractor in all areas of the contractor's
responsibility in all directions, for a distance of 50 feet from the
building. The contractor's responsibilities shall include but not be
limited to the removal and disposal of all natural debris, (tree limbs,
dry bush, rodent habitats. dead animals etc.), and man made debris.
Fallen leaves shall be removed at least weekly from those facilities
that require this service. The contractor shall dispose of all debris
at an off-base location in accordance with existing local, state and
federal regulations. APPLY FERTILIZER- The contractor shall maintain an
effective fertilizer application program for all grounds within the
contractor's area of responsibility. Fertilizer shall be applied
semi-annually. Only fertilizer approved by the Base Civil Engineerwill
be used. The contractor is to provide all fertilizer. Fertilizer shall
be applied in accordance with the manufacturers instructions. AERATE
SOIL- Aerate soil on improved grounds at least once annually. Soil
aeration will be coordinated with the Government. The provision at FAR
52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. Prospective offerors will submit their quotations on
letterhead stationery, in accordance with FAR 52.212-1 (b)(1-11). FAR
Clause 52.212-2 Evaluation-Commercial Items will apply to this
acquisition. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers: Past performance, price. Past performance and price
are considered to be equal as evaluation factors. The clause at FAR
52.212-5 Contract Terms and Conditions-Commercial Items,applies to this
solicitation and resultant contract. The clause at 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this solicitation. Specifically,
the following cited clauses are applicable to this solicitation: FAR

In compliance with the Service Contract Act of 1965, as amended and the
regulations of the Secretary of Labor, this clauses identifies the
classes of service employees expected to be employed under the contract
and states the wages and fringe benefits payable to each if they were
employed by the contracting agency subject to the provisions of 5 USC
5341 or 5332. THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE
DETERMINATION EMPLOYEE CLASS-Laborer, Grounds Maintenance MONETARY
WAGE/FRINGE BENEFITS WG-3/$9.30. The clause at FAR 52.219-6, Notice of
Total Small Business Set-Aside applies to this solicitation. Wage
Determination: Pursuant to the Service Contract Act of 1965, As
amended, Wage Determination No. 94-2122, Revision 5, Dated 97 May 19
will apply to the solicitation/contract contemplated hereby. The
following additional clauses will apply to this solicitation and any

with their offer a completed copy of the provisions at FAR 52.212-3,
Offerors Representation and Certification-Commercial Items. The clause
at FAR 52.212-4 Contract Terms and Conditions-Commercial Items,
applies to this solicitation. Award will be based on the lowest priced
quotation from a responsible contractor in accordance with FAR
9.104-1. A Site visit will be conducted at 0900 AM local time, at
