combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) Solicitation No.
DE-AF03-97SF21467. Request for proposal (iii) This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-45. (iv) This is a full and
open procurement under SIC 7378, Computer Maintenance and Repair. (vi)
Description: Maintenance support for the Novell IntranetWare Operating
System (NOS). The elements of support include the following: -24 hour
/ 7 day online access to highly technical information via CD -ROM and
Worldwide Web -- Proactive account administration -- Software release
planning to insure proper installation and use of new enhancement and
changes in software which may affect the customer -- 24 hour / 7 day
availability for telephone assistance support for software failure
problems and technical questions -- On-site support option available
when Response Center (telephone assistance) cannot resolve issue --
Proactive software patch for NOS upgrades -- Minimized response time
for emergency assistance requests -- Must be Novell certified -- A
Statement of Work follows: Several network servers which provide
computer support to this office. These servers are running under the
Novell IntranetWare Network Operating System (NOS). It is essential
that the operating systems on these servers be maintained and repaired
to insure the minimum amount of down time. To support the proper
functioning for this NOS, there is a need for consultative technical
support to resolve problems as they occur. The requirement of this
maintenance support contract are as follows: 1. All equipment is in the
Department of Energy, Oakland Operations Office's Communications
center, locatedat 1301 Clay Street, Oakland, California 94612-5208
(North Tower, 8th Floor). 2. Contractor will have to be a U.S. Citizen
with a valid ID. 3. Contractor will provide all parts, material, test
equipment, and labor to accomplish satisfactory and timely performance
of services. 4. Contractor will maintain a highly qualified and
experienced staff in sufficient size to meet the response time and
repair requirements of this contract. This staff is to be located
within 100 miles of DOE site. 5. Contractor will ensure, at no
additional charge, that service engineers work to completion or to a
mutually agreed schedule once work has been started. 6. Contractor will
insure that service engineers have immediate access to software and
application engineers trained in the appropriate operating systems,
languages, or networking software to identify complex problems quickly.
7. Contractor must specify acceptable minimum response time for mission
critical server outages. 8. Contractor will provide a problem
resolution escalation plan. At a minimum this plan will address the
following: a. A description of procedures and time frames that will
apply whenever on site service engineers cannot isolate a problem. b.
A description of procedures and time frames that will apply whenever
the contractor's most technically expert personnel cannot isolate a
problem. c. A description of diagnostic techniques used to test
components of the computer system, both collectively and individually;
remote dial-up support or other techniques used to shorten the time
required to identify and isolate complex problems. 9. Contractor will
be responsible for providing and keeping up-to-date all necessary
diagnostic software, manuals, documentation or other aids used to
perform preventive and remedial maintenance, system audits, reliability
testing, or problem definition. 10. Contractor will insure that any
firmware upgrades are installed within six months of the OEM release
date. Such upgrades or other engineering changes will be installed atno
additional cost to the government. 11. Contractor will maintain a
complete and accurate log of service performed and furnished a monthly
summary of activity showing each device's manufacturer, model number,
serial number, problem encountered, parts replaced and/or repair
performed. 12. DOE/OAK will provide access to such areas as needed and
as much space as possible to perform maintenance. 13. Contract will
assign support consultant. 14. Contractor will provide periodic
technical reviews of system effectiveness and software release
planning. 15. Contractor will provide 24 hour telephone assistance.
Such assistance is necessary whenever a software problem brings systems
to a halt, during installation of software upgrades, and a source of
information to resolve user questions concerning software function.
(viii) Solicitation provision at FAR 52.212-1, Instructions to Offerors
Commercial Items (OCT 1995) is hereby incorporated by reference. (ix)
The Government will award a contract resulting from thissolicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous, representing the best value to the Government.
Price and other factors shall be used to evaluate offers: (1) Technical
capability of the offer to meet the Government requirement, and (2)
Price. Factors are listed in their relative order of importance. (x)
Offerors are reminded to include a completed copy of the provision at
52.213-3, Offeror Representations and Certifications Commercial Items,
with their offer. (xi) Clause 52.212-4, Contract Terms and Conditions
Commercial Items (AUG 1996), is hereby incorporated by reference.
(xii) Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items (AUG 1996), is
hereby incorporated by reference. The following paragraphs apply to
this solicitation and any resultant contract (b) (2) 52.203-10, (b) (3)
52.219-8, (b) (6) 52.222-26. (xiii) Additional Contract Terms and
Conditions applicable to this procurement are: (I) N/A (ii) Type of
Contract: Firm Fixed Price. (iii) Period of Performance: October 1,
1997 through September 30, 1998. (xiv) The Defense Priorities and
Allocations Systems (DPAS) assigned rating for this procurement is
