combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. II. This solicitation number
MDA220-97-R-0108 is issued as a request for proposal (RFP). III. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 46. IV. N/A. V. A
list of contract line item number(s) is as follows: CLIN 0001,
DESCRIPTION -- Department of Defense Antideficiency Act Training Manual

The handbook will be used DoD-wide and must meet the needs of all DoD
Components; consultation and coordination with Component
representatives may be required. The handbook shall provide clear
step-by-step directions to guide newly-appointed ADA investigator
through the investigation process from beginning to end. The handbook
shall be clearly written, logically and conveniently organized, and
indexed for ease of use. It shall be typeset (design and layout), and
packaged to ensure optimum readability and comprehension. The handbook
shall include the following topics, at a minimum: basic overview of
fiscal law relative to the ADA, to include the ADA, Financial
Management Reg. Vol. 14, and DoD Directive 7200.1; nature and purpose
of ADA investigations; specific rights and responsibilities of
participants, to include responsible authorities, subject commands,
witnesses, subjects, responsible parties, and investigators; duties and
responsibilities of an investigating officer; preliminary ADA review;
planning and conducting the investigation; interviewing witnesses and
taking testimony; gathering evidence; evaluating facts; tracing and
documenting authorizing/approval transaction(s) and relevant decisions
leading up to the potential violation; determining if violation
occurred to include examples of a preliminary review case; documenting
the findings and recommendations; preparing and writing the report of
investigation and the summary report of violation; determining the
responsible individual(s); recommending disciplinary and corrective
actions; evaluating procedures and controls; meeting the timeframes of
the investigation; concentrating on lessons learned from prior
investigations; maintaining independence throughout the investigation.
CLIN 0001 shall be printed on 20 lb white laser bond paper with at
least 600 dots per inch resolution. CLIN 0002 deliverable shall be on
labeled, premium quality high density IBM formatted 3.5-inch (1.44mb)
computer diskettes using Microsoft Word for Windows version 6.0. VII.
FOB Dest. Final materials are due no later than 90 days after date of
award. Design strategy, including a task delivery listing and date of
delivery for first draft materials, is due 15 days after award. VIII.
FAR 52.212-1, Instructions to Offers-Commercial Items, is applicable
and is incorporated by reference. IX. Paragraph (a) of FAR 52.212-2
carries the following addendum: The following factors shall be used to
evaluate offers: (1) past performance preparing manuals, (2) knowledge
of ADA, (3) price. Technical factors are more important than price.
Award shall be made on a best value basis. X. Offerors shall include a
completed copy of the provision at FAR 52.212-3 Offerors --
Representations and Certifications -- Commercial Items. XI. FAR
52.212-4 Contract Terms and Conditions-Commercial Item is incorporated
by reference and applies to this acquisition and resulting contract.
The following terms and conditions are added as an addendum to this
