FORSCOM, Army Atlanta Contracting Center, is issuing this combined
synopsis/solicitation for commercial services prepared in accordance
with the format in FAR 12.6, and FAR 13.6-Test Program as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; A WRITTEN SOLICITATION WILL NOT BE
ISSUED. This is a Request for Proposals,number DAKF11-97-R-0033. This
solicitation document and incorporated provisions and clauses are those
in effect through FAC 90-46. This is an unrestricted procurement. The
Standard Industrial Classification Code (SIC) is 2711. The service
being provided is the publication of the Civilian Enterprise(CE)
newspaper, "The Sentinel", for Fort McPherson, Georgia for a base
period of 2 years from date of award plus two two-year option periods.
The Sentinel Newspaper is to be published and distributed by the
Contractor at NO COST to the Government. The Government offers rights
and authorizations instead of money as legal contractual consideration
for printing and distributing the CE publication. The right to sell
and circulate advertising in the CE publication provides the printer
revenue to cover costs and secure earnings. The CE Newspaper is an
authorized unofficial publication as that term is used and defined in
AR 360-81, titled "Command Information Program" and DODI 5120.4
Department of Defense Newspapers and Civilian Enterprise Publications,
June 21, 1995. AR 360-81,Section V, Appendix G, Figure G-4 list the
minimum provisions needed to legally execute a contract under that
regulation and is the SOW format that will be used in the final
contract award. This information is available by fax and email request.
Requirement: 1. The Contractor shall provide all materials, equipment
and labor necessary to publish and distribute the CE Newspaper. 2. The
Contractor shall provide personnel who have a professional working
knowledge of newspaper design techniques and desktop publishing
computer programs. 3. The news and editorial content of the newspaper
is provided by and approved by the Public Affairs Office (PAO) at Fort
McPherson, GA. The newspaper will contain advertising sold by the
civilian printer. The PAO is responsible for the layout and design of
the editorial content and will transmit via Modem(if possible) and/or
hand- deliver to the printer. The PAO will review and approve all
advertisements prior to publication. The contractor shall not enter
into exclusive advertising or dealing agreements with any firm, broker
or individual. 4. The Contractor shall provide approximately
twenty-five news stands as requested by the PAO. 5. The contractor
shall print approximately 8000 copies of a tabloid-sized newspaper each
week. The newspaper may contain from 16 to 40 pages, but averages 24
pages weekly. Fifty issues per year will be published on Friday,
excluding the weeks preceding and following Christmas. The Contractor
shall provide from four(4) to six(6) tabloid-size inserts, containing
four(4) to sixteen(16) pages which shall have color fronts and spot
color inside. Paper stock will be offset preprint archival quality,
white, 24 pound stock. 6. The desktop publishing system proposed shall
interface with the OCPA-HADA CI Division's system. Contractors may
propose any technological solution that will provide a desk top
publishing system that meets the interface requirements. Fort McPherson
PAO has identified the following equipment as meeting the interface
requirements: three(3) 200 Pentium MMX or better computer processors
with greater than 21 inch screen monitors; CD writer and JAZ drives;
min 128 MRAM, min 3.2 GB SCSI hard drives, SCSI boards, Adaptec 2940 or
better, min 4 MG video card and PC card slots, type II and III. All
hardware must be on the Hardware Compatibility List (HCL) for Win95 and
Win NT4.0. The contractor shall provide CD Blanks for the CD writer,
JAZ cartridges for back up storage and sufficient paper stock for
initial printing. Min one data fax modem (not less than 33.6 bps,) with
dedicated phone line (recommend Integrated Service Digital Network
(ISDN)); one color laser printer, no less than 600 DPI; one(1) Canon
RFS2035 or equal film scanner; one(1) 600 DPI flatbed scanner with OCR
capability; current version and upgrades of the following software:
MSWord, Pagemaker, Adobe Photoshop, Adobe Acrobat, CD Writer software,
or mutually agreed upon equivalents. The Contractor shall provide a
networking system which incorporates electronic means of transmitting
editorial and photographic material between the PAO office and the
contractor. 7. The Contractor shall provide this ADPE as Contractor
Furnished Equipment for use by the Public Affairs Staff. All costs of
this equipment shall be borne by the contractor who shall retain title
to the equipment. Risk for any damage to or loss of such equipment
shall be borne by the agent in custody and control of the equipment. 8.
The contractor shall prepare all color overlays, masks and keys to
provide process color and spot color on the front cover and inside
pages. 9. The contractor shall provide complete typeface options and
galley measurement planning tools to the PAO. A design package which
details photograph cropping, editorial content assembly, sample layout
sheets, color sequence options will be provided. 10. The contractor is
responsible for the installation, maintenance and repair of all
equipment. CLAUSES/PROVISIONS: These contracts are not subject to the
FAR or DFARS because they do not involve the expenditure of
appropriated funds, however the FAR/DFARS contain many clauses that are
useful in protecting the interest of the Government. Therefore, the
following provisions and clauses are hereby incorporated into this
solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items,
applies. Offerors are required to complete and include a copy of the
following provisions with their proposals(Proposal Part I); FAR
52.212-3, Offeror Representations and Certifications-Commercial Items;
DFARS clause 252.212-7000, Offeror Representations and
Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms
and Conditions-Commercial Items as well as the following addendum
clauses also apply: FAR 52.217-8 Option to Extend Services; FAR
52.217-9 Option to Extend the Term of the Contract, with paragraph (a)
completed as Follows: "The Government may extend the term of this
contract by written notice to the Contractor within 30 days" and
Paragraph c completed as follows: "The total duration of this contract,
including the exercise of any options under this clause, shall not
exceed 72 months"; The clause at 52.212-5(a) Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items and DFARS 252.212-7001(a) Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items applies. AWARD:
The government intends to make a single award to the responsible
offeror whose technical proposal is the most advantageous to the
government considering all factors. FAR 52.212-2, Evaluation-Commercial
Items, applies with paragraph(a) completed as follows: Award will be
made to the offeror that best meets the technical requirements
necessary to produce a professional quality newspaper and is considered
the most cost effective means of fulfilling the command communication

SUBMISSION AND EVALUATION FACTORS: Proposal Part I is your offer
submitted on your letterhead,signed by an authorized representative,
including completed clauses identified above . Proposal Part II is an
oral presentation to the Source Selection Board, discussing services,
processes, equipment provided to the government, physical plant, and
business issues such as hours of operation, hours to be devoted to
contract tasks, priority of Sentinel publication compared to other
print jobs, geographical proximity to Fort McPherson and/or use of
electronic services to overcome distance, and proposed solutions to
specific problems that could arise (ie computer shutdown). The printer
must show his ties with and to the community. Proposal Part III is a
written proposal. The offeror must demonstrate and submit documentation
of sufficient financial capacity, working capital and other financial,
technical and management resources to perform the contract. Discuss
your approach to interfacing with the PAO and managing the CE
publication. Indicate how you will manage and supervise workers doing
the physical work (layout, paste-up, press, etc.) in such a manner that
they take proprietorship of the finished product, upholding
professional reproduction and newspaper standards. Submit resumes of
Key Personnel proposed (as a minimum, contract manager, a typesetter,
journalist, and graphics designer). The offeror shall provide copies of
ad-based publications they have produced to demonstrate capability and
success in sale of advertising to recoup publication costs and high
quality CE or similar publicationsto demonstrate quality of work. Past
Performance is a major factor; information shall be in accordance with
FAR 52.212-1,, Instructions to Offerors-Commercial Items, Subparagraph
(b)(1), and will be used to make a determination of whether the
offeror has a satisfactory record of past performance. Offerors shall
provide performance history and references to demonstrate satisfactory
performance for similar contracts performed within the past three
years. Offerors which lack relevant past performance history will
receive a neutral rating for this factor. Any offerors proposal which
has no relevant past performance history, while rated neutral, may not
represent the most advantageous proposal to the Government and thus
may be an unsuccessful proposal when compared to the proposals of other
offerors. The Contracting Officer will evaluate offeror's past
performance as follows: Neutral-No relevant past performance available
for evaluation. Offeror has asserted that it has no relevant directly
related or similar past performance experience. Proposal receives no
merit or demerit for this factor. Outstanding-No risk anticipated with
delivery of quality product, on time, or of any degradation of
performance, or lack of customer satisfaction based upon the offeror's
past performance. Excellent-Very little risk anticipated with delivery
of quality product, on time, or of degradation of performance, or lack
of customer satisfaction based upon the offerors past performance.
Satisfactory-Some risk anticipated with delivery of quality product, on
time, or of any degradation of performance, or lack of customer
satisfaction based upon the offeror's past performance.
Marginal-Significant potential risk anticipated with delivery of
quality product, on time, or of degradation of performance, or lack of
customer satisfaction based upon the offeror's past performance.
Unsatisfactory- Risk unacceptable to the government. The final award
decision will be based on a combination of technical advantages offered
and past performance as described in this solicitation. The expected
award date is 1 November 1997. All responsible sources shall submit a
written offer package (Parts I and III) within 15 days after the
publication date of this synopsis/solicition. The oral presentation
will be scheduled by the Government for presentation no earlier than 17
days, and no later than 30 days after the publication date of this
