U.S. Environmental Protection Agency (U.S. EPA) has a requirement for
support of a photocopying services center. The center is presently
equipped with Government property as follows: Xerox Models 9900 and
1065 duplicating systems, Standard Bindfast 5 binder, Bostitch stitcher
and stapler, 3-hole punch paper driller, Horizon Book Binder BQ 140,
Ibico Spiral binder, and Standard Spine Taper 100. The equipment may be
replaced or supplemented during the course of the contract. The center
produces approximately 300,000 -- 700,000 impressions per month and
operates from 8:00 a.m. -- 8:00 p.m., Monday -- Friday except
Government holidays. The major work requirements are as follows: (1)
The Contractor shall provide qualified operators to operate all
duplicating and binding equipment in the center; (2) The operators
shall process original copy material for duplication and binding
operations such as stapling, glueing, spiraling, and/or tape binding
using simple binding equipment; (3) The Contractor shall notify each
requestor via telephone within 24 hours when copy material is
completed; (4) The Contractor shall monitor the usage of all supplies
required for the operation of the photocopy center; (5) The Contractor
shall immediately notify the Project Officer via telephone in the
event of equipment breakdown; (6) The Contractor shall perform the
service in two shifts; (7) In the event an operator fails to report for
duty or becomes incapacitated during normal work hours, an alternate
qualified operator shall be provided by the Contractor within two (2)
hours after the Contractor becomes aware of the situation; (8) The
Contractor shall submit work-related documents/reports to the Project
Officer on the last working day of each month; and (9) The Contractor
shall follow good housekeeping practices and shall keep the supply area
neat and orderly. Vendors will be evaluated on (1) their demonstrated
ability to provide this type of service by providing supporting
documentation that indicates management of printing services; (2) their
demonstrated ability to provide monthly reporting capabilities; and (3)
past performance. EPA anticipates the award of a fixed price purchase
order for the period 10/1/97 through 9/30/98. This procurement is a
total small business set-aside and the SIC code number is 8999 with a
size standard of $5M in average annual receipts over the preceding
three fiscal years. This procurement is a follow-on to contract
68D40110 with RAI. The Request for Quotation (RFQ)is expected to be
issued approximately 9/24/97 and quotations will be due approximately
9/26/97. The RFQ and amendments will be available via the Internet
World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged
to access the RFQ and amendments via the Internet. If you will be
obtaining a copy of the RFQ via Internet, it will be your
responsibility to frequently check the same site where the RFQ is
posted for any ensuing amendments. Firms who do not have the capability
to obtain the RFQ from the Internet, may submit a written request for
a diskette with the RFQ in WordPerfect 6.1 format from the contact
point at the address above; however, only those firms who do NOT have
the capability to obtain the RFQ from the Internet should request a
copy of the diskette. Diskettes will not be sent to those firms who
have Internet access. If you request a diskette of the Request for
Quotation, you will receive amendments by mail, unless you notify us
otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. All
responsible sources may submit a quotation which shall be considered by
