17. The On-Site Inspection Agency (OSIA) is conducting a market survey
to determine potential sources for Driver/Escort services. This is not
a solicitation announcement for proposals and no contract will be
awarded from this announcement. The Government does not intend to pay
for information provided in response to this synopsis. A new CBD
Announcement will be published if a solicitation develops. The OSIA is
seeking potential sources for Driver/Escort services for the purpose
of transporting and escorting foreign inspectors in support of the
Intermediate Nuclear Forces (INF) Treaty and the Chemical Weapons
Convention (CWC) Treaty. The potential Contractor must provide all
personnel, vehicles, equipment, tools, materials, supervision, and
other items necessary to provide continuous Driver/Escort services.
Services required in support of the INF Treaty include operating the
24-hour dispatch office at the Russian Housing Complex in West Jordan,
Utah and transporting, escorting, and monitoring up to 30 inspectors
within a 50-mile radius of Salt Lake City. Drivers/Escorts are required
to perform duties to/from inspection sites, during leisure/recreational
activities, and for medical purposes. Monitoring duties include
observing and controlling access to the housing complex. Administrative
duties include maintaining visitor logs, submitting activity/trip
reports, and the preparation and submission of status, incident, and
quality assurance reports. The INF services are required during each of
3, 8-hour shifts (24 hours per day), 7 days per week, 365/366 days per
year. Services required under the CWC Treaty include transporting
inspectors to/from inspection sites, to/from meals, for recreational
activities, and for medical purposes. One 14-passenger van and at a
minimum, one Driver/Escort will be required to be on duty during each
of 3, 8-hour shifts (24 hours per day), 7 days per week, 365/366 days
per year. Administrative duties include submitting activity/trip
reports and the preparation and submission of status, incident, and
quality assurance reports. The CWC inspector housing will be in the
Salt Lake City/Tooele, Utah area with the inspection sites located
within a 100-mile radius of Salt Lake City. OSIA anticipates awarding
a 1-year basic contract with four 1-year option periods; however, the
duration of support required under the INF Treaty is approximately 3
years from the date of award. The Contractor must possess or obtain a
facility clearance at the classification level of SECRET and all
Contractor personnel are required to obtain a SECRET clearance. Based
upon the information received, if in the best interest of the
Government, the Government may issue a solicitation for the anticipated
purpose of contract award. CONTRACTORS SHOULD PROVIDE A CAPABILITY
PROFILE TO ADDRESS THE ITEMS LISTED BELOW. RESPONSES SHOULD BE CLEARLY
NUMBERED AND ARRANGED IN THE SAME SEQUENCE AS FOLLOWS: 1) name and
address of applicant (Corporate/Principal office) 2) name, title, and
phone numbers of 2 points of contact 3) year firm established 4)
ownership/control/type of business (i.e., large/small/small
disadvantaged/8a/woman-owned/HBCU-MI) 5) size of business (a) annual
revenue for past 3 years under SIC 7389 (b) number of employees to
include labor categories and the number of employees in each category
(e.g., professional/admin/technicians) 6) experience under SIC 7389 to
include on-going contracts and contracts completed within the last 3
years (a) name of contracting activity or company (b) contract no. (c)
contract type (e.g., fixed-price/cost/IQ/requirements /combination
etc.) (d) period of performance (e) total contract value (f) summary
description of work performed under the contract (g) level of security
clearance required (h) Contracting Officer's name and telephone number
(i) name and phone number of Contracting Officer's technical
representative or point of contact (j) list of major subcontractors to
include the names and telephone numbers of points of contact 7)
Describe your relative experience pertaining to all ofthe areas noted
above in terms of your knowledge, understanding, and compliance with
Federal Acquisition Regulations and policies relating to Driver/Escort
service type contracts. Responses are limited to not more than 20
pages. If more than 20 pages are submitted, only the first 20 will be
reviewed. The type-font should be Courier 12-Font or equivalent. One
page is defined as one page, single-sided. All responses will be
evaluated against this potential OSIA requirement and respondents will
not be notified of the results of this market survey. All responsible
sources may submit a capability profile which will be considered by
OSIA. Verbal statements will not be accepted. All information must be
