The Naval Air Systems Command intends to enter into a contract with
Hughes Missile Systems Company (HMSC), P.O. Box 11337, Tucson, AZ
85706. This is a sole source requirement to HMSC to acquire
developmental prototypes of a new Block IV TOMAHAWK All-Up-Round (AUR)
missile. On September 15, 1994 the Navy awarded contracts
N00019-94-C-0257 and N00019-94-C-0258 to HMSC following a
winner-take-all limited competition for production of Block III
TOMAHAWK AUR missiles and the Engineering and Manufacturing Development
(EMD) of the Block IV TOMAHAWK AUR, respectively. The Block IV AUR
development effort is in the third year of a five year effort and
includes all tasks necessary to design, develop, fabricate, assemble,
integrate, qualify, and test the operational upgrade improvements into
the existing missile. In May 1997, HMSC submitted an unsolicited
proposal wherein HMSC will develop a new vice remanufactured Block IV
AUR missile. The contract shall continue effort originally required
under the Block IV EMD contract and provides for further product
improvements to outdated TOMAHAWK cruise missile technology and builds
upon the advancements made and being made under the current Block IV
EMD contract. Since the Block IV development effort is not yet
complete, and the Block IV AUR missile configuration under HMSC
control, the Government does not have in its possession a technical
data package suitable to support full and open competition. Also,
because the contemplated effort builds on the current Block IV
development, competing this effort would be cost prohibitive to the
Government since any other contractor would be required to duplicate
significant portions of the Block IV design and development that has
already been completed by HMSC over the last three years. HMSC is the
only known firm possessing the required technical knowledge, data,
experience, and requisite infrastructure that would not require
significant capital investment in order to continue the Block IV
development effort and commence building prototypes of new Block IV
production missiles. For subcontracting possibilities, interested
