T0.1-Technical Specifications: The following header paragraph(s) shall apply to the item purchase description(s) where applicable. If there is a conflict between the item purchase description & the header paragraph(s), the header paragraph(s) shall take precedence over the item purchase description. Notwithstanding the requirements specified herein, cadmium plating is not acceptable. In the event no alternative coating, finish, or plating is specified, a rust preventive finish as used in standard commercial practice shall apply. Each set or kit shall contain a dated parts list or packing list citing the GSA contract no. (if applicable), GSA purchase order no., date of purchase order, kit national stock no. (NSN), each component NSN (if applicable), kit noun name, each component noun name, & qty of each component. Unless otherwise specified in the item purchase description, each kit or set & each component of the kit or set shall have, in addition to any other required marking, identification marking indicating the mfr.'s name or identifying symbol, & the state or country of manufacture. The marking shall be engraved, etched, or stamped in such a manner that it will be permanent to the extent that it will remain clear & legible throughout the life of the item. Workmanship-Details of workmanship shall be in accordance with the best commercial standards and practices. Paints, coatings, platings, and finishes shall be smooth, dry, adherent, continuous, and not stained or discolored. Fasteners shall be firmly secured and show no evidence of deformation, cross threading, or hazardous burrs. Adhesives and lubricants adequate for their intended purpose shall be properly and neatly applied. Adhesives shall be adequately cured. Wires and cables shall be neatly dressed and shall not be frayed or in contact with sharp edges. Wire and cable insulation shall show no evidence of burrs, abrading, or pinch marks. There shall be no interference, binding, or galling of parts. External and bearing surfaces shall be free of tool and gouge marks, nicks, or other surface imperfections. The item shall be clean and free of corrosion and debris (e.g., chips, shavings, slivers) or other foreign material. The item shall be free from manufacturing workmanship defects (e.g., loose, missing, binding or misaligned parts, sharp or rough external edges, corners or surfaces) and material workmanship defects (e.g., pits, rips, fins, burrs, tears, nodules, cracks, blisters) which may adversely impact the item's serviceability, durability, safety, or appearance. Tech. Doc.: T1.1 -- IAW CID A-A-364, dtd 10/09/79. T1.2 & T1.3 -- IAW CID A-A-368, dtd 10/10/79. T1.4 -- IAW ASME B94.2-95. T1.5 -- IAW Fed. Spec. GGG-W-680A, dtd 04/07/64 & Amdmt 2, dtd 07/18/73. Exceptions to Tech. Doc.: T2.1 -- Add new paragraph as follows under salient characteristics; design, dimensions, & tolerances shall be IAW ANSI B94.9-1987. Delete certification & packaging, packing, & marking. T2.2 -- Delete certification & packaging, packing, & marking paragraphs. T2.3 -- paragraph 3.5.1.3, at the end of the 3rd sentence add "or fabricated from hexagonal bar stock". Paragraph 3.5.2.3, 4th line delete "and" & substitute "or". T2.4 -- Quality assurance provisions, delete all specified quality assurance provisions & substitute the following: Sampling for inspection & testing. Sampling shall be IAW ANSI/ASQC Z1.4-1993, Sampling procedures & tables for inspection by attributes. The sample unit is 1 item. (A)Examination for design, dimensions, & workmanship. The inspection level shall be s-2 w/an Acceptable Quality Level (AQL) of 4.0% defective. T4.1-Packaging: Preservation/Packing-Each tool kit shall be packed in a close fitting fiberboard box that will offer protection during shipping, handling, storage, & redistribution. If tool kits are to be packed in multiple shipping containers, each kit is to be packed as stated above & the qty of kits packaged per shipping container, as well as the size of the shipping container, shall be uniform throughout the contract period. The shipping container shall be in compliance w/the National Motor Freight Classification & the Uniform Freight Classification. Prohibition on Plastic Packaging & Packing: The use of plastic in packaging &/or packing is prohibited. The definition of plastic shall be as defined in ASTM D883-93. T6.1-Marking:All deliveries/shipments made under a contract for the NSNs identified in the item listing are required to have barcode marking on the unit, intermediate, exterior shipping containers, & palletized or unitized loads pursuant to Fed. Std. #123 for deliveries to civilian activities or Mil. Std. #129 for deliveries to military activities as applicable. T7.1-Palletization:Where the size or quantity of the item(s) being shipped warrants palletization, the following paragraphs shall apply: The packaged and packed items shall be placed on new pallets with strapping and/or wrap that provides a commercially acceptable shipping load capable of withstanding a multiple handling and transportation cycle without damage to products, or injury to personnel handling it. Pallet Sizes: Unless otherwise specified, the pallets shall be 48" X 40" or 40" X 48" in length and width. Exceptions such as 48" X 48" will be used only with the concurrence of the Office of Distribution Management (FS). Pallet Type Options: Unless otherwise specified, the pallets shall be one of the following four options: 1. PPP-P-1660A, Type I, Type IA, Type II, or Type III. The following designs are acceptable: style 2 and 7, class b or c, grade 2, sizes 40" X 48", 48" X 40", 4 way (block post) or partial 4 way entry (stinger), non-reversible. 2. A-A-889, Pallet, Material Handling (General Purpose, Hardwood, Flush Stringer Design). 3. Pallet Design Systems (PDS) of the Department of Forest Products, Virginia Polytechnic Institute and State University (VPI and SU), or The National Wood Pallet and Container Association Computer Design Program. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Exceptions to this requirement shall have the concurrence of the Office of Distribution Management. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Then vertical, horizontal, or filler reinforcement shall be added as necessary to provide the strength necessary to support three additional palletized loads. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Palletized Load Stacking Test: The palletized load as presented for shipment shall be tested for stackability. The test load shall be placed on a rigid surface with three additional loads stacked on top for 24 hours. The tester has the option of simulating the three additional loads with a like pallet and weight equaling three like loads. Example: If the pallet load weighs 1000 pounds then 3000 pounds on a like pallet, shall be stacked on the test load for 24 hours. Test personnel shall be responsible to test in compliance with National and local safety regulations. Testing need not be repeated as long as the palletized load design and materials do not change. Partial Palletized Loads: Less than one-half pallet loads do not require testing. Barcode marking is required, this request is not a small business set-aside.
