58 -- COMMUNICATION, DETECTION, & COHERENT RADIATION EQUIPMENT SOL RFQ70315 DUE 092997 POC Mischele R.Quarles, Contract Specialist, (202) 324-2975 The Federal Bureau of Investigation (FBI) intends to negotiate with Digital Audio Comapny (DAC), on a sole source basis, for two (2) production Sequential Unknown Reference Finder (SURF). The SURF is a device that was previously design and developed under an existing FBI contract award. The SURF must meet the following minimum requirement: it must be light and highly portable; Inputs: Primary channel input to a SURF is microphone outputs audio signals and reference channel input to a SURF may be cable television signals or television signals from an antenna (NTSC format), the microphone signals are to be used to find out the equivalent audio signal from the reference channel input; Number of input channels: shall be able to scan up to a set of 120 channels minimum and track the source of changing channel from a cable system in a typical urban environment; Outputs: primary audio and video, and reference audio and video -- from the signals input in a primary channel and upon the decision by the surf internal system, the surf outputs shall be the selected reference audio and video. The selected reference audio is to be fed into the existing FBI's noise canceling audio processor. Both selected reference audio and the selected video are to be fed into a display monitor. Microphone input to the SURF shall be fed into noise canceling processor for interferences canceling; Real-Time Mode Tracking: SURF internal system continuously scans and tracks the changing interferences and provides correct reference signal to the noise canceler. The automatic acquisition time for a new changed channel is not more than 30 seconds; SURF Noise Canceler Integration: Operationally, the SURF is to be integrated with the equipment for performing interferences canceling in real-time mode. There is no human intervention when the television channel changes in the primary input; Computer and Software: When external computers (other than the microprocessor in the internal system) are used, PC-based Notebook and Microsoft Windows shallbe used. A room deconvolution algrorithm is to be implemented for improving the finding computation. This will be a Firm-Fixed Price Contract. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP) for other than maximum competition. This is a Small Business-Small Purchase Set-aside. The Standard Industrial Classification (SIC) is 3669, and the size standard is based on 750 employees. The objective of this contract is to obtain additional production SURF, to support the surveillance operation by Field Offices. In addition, this equipment will be used to interface with the FBI's existing multi-channel computer audio processor manufactured by DAC. Deliver is expected six (6) months after receipt of order. Destination Point: Quantico, VA. Warranty period: One (1) year. Based on a market research conducted, it has been determined that this is the only source to meet the FBI's requirement. Interested persons able to meet the requirement are invited to identify their interest and capability by submitting a proposal to include technical qualifications and experiences/pricing and any other information which shows a bonafide ability to meet this requirement within 15 calendar days of this publication. If no affirmative responses are received within this time to determine that a qualified source more advantageous to the Government is available, an order will be placed with the above-named vendor.
