This is a combined synopsis/solicitation for commerical items prepared
in accordance with the format in FAR subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the solicitation only; quotations are being requested and
a written solicitation will not be issued. The solicitation number
34-3K47-97, is issued as a request for quotation and incorporates
provisions and clauses that are in effect through Federal Acquisition
Circular 90-46. The standard industrial classification code is 5049.
This requirement is being procured on an unrestricted basis. Delivery
is required FOB Destination to the USDA, Beltsville, Maryland within 90
Days after award. The Request for Quotation is due on September 25,
1997 at 4:30 p.m. Responses will be evaluated to determine the ability
to meet the capabilities below. The Government will award a contract
resulting from this solicitation to the responsive/responsible quote
whose quote conforming to the solicitation willbe most advantageous to
the Government, price and other related factors considered. The
following factors shall be used to evaluate quotes: technical
capabilities; past performance and price. The quotes shall identify
where the offered items meets of does not meet each of the Governments
functional and performance minimum specifications listed herein.
Responses should include literature, brochures, and other such
information corresponding to the required items which demonstrates the
capabilities of the offeror's equipment. The following FAR
clauses/provision apply: FAR 52.212-1, Instructions to
Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items
(Technial capabilities will be more significantly important that cost
or price); FAR 52.212-3, Offerors Representative and
Certifications-Commerical Items (this must be returned with your
quotation). The following FAR clauses in paragraph (b) of FAR 52.212-5,
Contract Terms and Conditions-required to implement statues or
executive orders-commercial items, will apply to the resultant
contract: 52.203-6, 52.203-10, 52.225-3 and 52.225-21. The Insect
Biocontrol Laboratory is in need of a high resolution imaging system.
This system consists of a high resolution CCD camera & accessories, a
computer with software for full color image input and camera control,
and a photographic quality digitial image printer. The system will be
used by scientists in the laboratory to capture fluorescent &
chemiluminescent images of stained DNA, stained proteins, gels, blots,
microtiter plates & end-labelled DNA. The high resolution camera will
be used attached to a c-mount or f-c mount microcope to capture
fluorescent microscopic images & for in situ chemiluminescent
detection. High resolution images will be adjusted and stored on the
IBM or IBM capatible computer. The images will be printed at
publication quality on the phorographic quality difital image printer.
Extra copies of publication quality images will be easily generated
for peer/journal review. The system will be linked to the laboratory
computer area network to facilitate multiple users. The imaging system
shall include a high resolution CCD camera and accessories, a
computer, Extended Keyboard, Color Monitor and a photographic quality
printer. The CCD chip shall have at least 1.2 millon pixels with an
individual focussing lens on each pixel. The lens shall be at least
F=0.85 for maximum light gathering capability. The CCD camera shall be
air cooled to at least -30 degrees celcuis to dimish background during
chemiluminescent detection. The scannable images size shall be at least
25 cm X 25 cm. The system shall include computer software for camera
control & for molecular quanitation and molecular weight determination.
The printer shall be photographic processing using one pass to produce
