synopsis/solicitation for commerical items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation only; quotations are being requested and a written
solicitation will not be issued. The Request for Quotation, RFQ, No.
AB-033 is issued as a request for quotation and incorporates provisions
and clauses that are in effect through Federal Acquisition Circular
90-46. The standard industrial classification code is 3827, with a
small business standard of 500 employees. This requisition will be
procured as a small business set-aside. Delivery is FOB destination to
the U.S. Department of Agriculture, Beltsville, Maryland. The RFQ is
due on September 27, 1997 at 4:30 p.m. Responses will be evaluated to
determine the ability to meet the capabilities below. The Government
will award a contract resulting from this solicitation to the
responsive/responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other related factors considered. The following factors will be used to
evaluate the quotations: technical, past performance and price. The
offeror shall identify when the offered item meets or does not meet
each of the Governments functional and performance specifications
listed herein. Responses shall include literature, brochures, and other
information corresponding to the required items which demonstrates the
capabilities of the offeror's equipment. The following FAR clauses and
provisions apply: FAR 52.212-1, Instructions to Offeror-Commerical
Items; 52.212-2, Evaluations-Commercial Items: with the following
evaluation criteria; awarded to a technically acceptable offeror at a
fair and reasonable price, 52.212-3, Offeror Representation and
Certifications-Commercial Items. The following FAR clauses in paragraph
(b) of FAR 52.212-5, Contract Terms and Conditions-required to
implement statutes or executive orders-commericalitems, will apply to
the resultant contract: 52.203-6, 52.219-14, 52.222-26, 52.222-36,
52.222-37 and 52.225-21. All offerors must include a completed copy of
FAR 52.212-3 with their responses. Because this is a commerical item,
FAR 5.203(b) will be used for establishing the solicitation response
time. The request for a modified Micro Injector System (Injection
System process is outlined in Mello, C. and A. Fire, 1995, pages
452-454. A copy of these pages will be made available by WRITTEN
REQUEST ONLY). The systems would be used to inject DNA into free-living
nematodes, parasitic nematodes, and plant tissue to produce transgenic
organisms. The basics of the system include: Binocular inverted
microcope with 10X and 40X objectives; a sliding state, differential
interference contrast microscopy (DIC); Fluorescence capability with
filters for Green Fluorescent Protein (GFP),
4,6-Diamidino-2-Phenylindole (DAPI), Fluorescine Isothiocyanate (FITC),
and Rhodamine B Isothiocyanate (Rhodamine B); ergonomic
micromanipulator; ergonomic micro injection system controller;
ergonomic needle puller and anti-vibration table. The table measure
should be a minimum of 30" wide and maximum of 34" wide and a minimium
of 47" long and a maximum 60" long. The micromanipulator and micro
injection system controller shall be compatible with inverted
