The United States Information Agency (USIA), International Broadcasting Bureau (IBB), Contracts and Procurement Division intends to negotiate a purchase order on a non-competitive basis with the Intermedia Survey Institute (ISI) to develop an electronic version of the Language Services Profiles Handbook. This on-line system will be used by the Broadcasting Board of Governors (BBG) as an analytical tool to assist in measuring programming effectiveness and setting strategic priorities. ISI developed the Handbook and has the customized software and proprietary data sets required to develop this on-line system. The authority for use of other than full and open competition is 41 U.S.C. 253(c)(1) only one responsible source and on other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals, however, all proposal received by September 29, 1997 will be considered by the Government. (0253)
