is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number:
USZA22-97-R-0068. The solicitation is issued as a request for proposal.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. Offerors
must provide standard commercial literature of their shelves. All
capacities are minimums. All dimensions not specified must fit
architectural drawings located on the web site of the Special
Operations Acquisition Center (SOAC), at "www.soac.hqsocom.mil", under
Procurement Opportunities, Solicitations (RFPs, Amendments, IFBs,
Draft), RFP# USZA22-97-R-0068. Do not call for drawings. All equipment
and systems shall meet California Seismic Codes for 1997. This shall
be Equipto V-Grip Shelving or equal. Following is a list of contract
line item numbers, quantities and units of measure: ITEM 0001 PLATOON
STORAGE EQUIPMENT. Quantity 20. These racks are used to store common
equipment. They are common post bulk racks with available accessories
for floor anchoring and top plastic cap. The racks shall allow
completely independent and unhindered non-progressive relocation of 6
shelves, per system specifications. DIMENSIONS. To be assembled in an
"L-shaped" configuration. The specifications are as follows: UPRIGHTS.
Shall be a minimum 16 gauge steel punched 1-1/2 inches on centers.
Tapered slots in the uprights accept support beams for wire grids. For
bracing front and back, uprights shall have "Z" shaped support bars
and 2-1/2 inches high back steel plates (minimum of 2). All items shall
be welded to uprights for maximum bracing support and structural
integrity. WIRE SHELVES. These pieces are open shelving units with 6
shelves. Solid steel wire grid and "V" shaped wire truss. Truss shall
have lugs that secure into tapered upright notches for solid point load
and upright to truss connection. Shelf minimum capacity shall be 1,500
pounds per level. Shelves and trusses shall hang independently on the
upright posts allowing vertical adjustment and completely independent
and unhindered non-progressive relocation of shelves and removal from
front or rear of the unit, all without tools. ANCHOR. Punched with 2
holes to create a two point bolt connection to upright using 3/16 inch
bolts and punched with 2 holes to create a 2-bolt connection to slab
flooring using 1/2 inch X 4 inch ICBO certified anchor bolts (40,000
PSI minimum yield strength). FINISH. Uprights, shelves, and anchors
shall have powder coat, color as specified. A clear coat polyester
powder topcoat utilizing a two coat process over a base powder coat.
Shall withstand a salt spray test of 3000 hours with less than 1/8 inch
creepage and no blistering (per ASTM B117) and no effects after 3000
hours of exposure at 100% relative humidity (ASTM C17355). COLOR. Dark
Slate Blue. ITEM 0002 DRYING CAGE. Quantity 20. Used to securely dry
wet equipment. The cages require rods and shelves to hang wet suits and
booties. The storage cages are common post bulk racks with available
accessories for floor anchoring and top plastic cap. The cages shall
allow completely independent and unhindered non-progressive relocation.
DIMENSIONS. To be assembled in a "U shaped" configuration. The first
side of the "U" shall be an open wardrobe unit with 1 hanging bar and
1 shelf the entire width of the unit. The second side of the "U" shall
be comprised of 2 sections with 4 shelves. The third side of the "U"
shall be comprised of 2 sections. These pieces shall be open wardrobe
units with 1 hanging bar and 1 shelf the entire width of the unit.

HANG BAR ASSEMBLY. Hang bar shall support a minimum capacity of 700
pounds. Hang bar end brace shall be 16 gauge steel punched once in each
corner to create a four point bolt connection to upright for structural
integrity. FINISH. Uprights, shelves, hang bar assembly, and anchors to
have powder coat color as specified. A clear coat polyester powder
topcoat utilizing a 2 coat process over a base powder coat. Shall
withstand a salt spray test of 3000 hours with less than 1/8 inch
creepage and no blistering (per ASTM B117) and no effects after 3000
hours of exposure at 100% relative humidity (ASTM C17355). COLOR. Dark
Slate Blue. ITEM 0003 PERSONAL STORAGE EQUIPMENT UNITS. Quantity 320.
These units are required for personal gear storage for 320
individuals. Lockers shall contain racks for boxes with shelves for
gear bags, rods for hanging clothes and a lockable storage locker for
uniforms and valuables. These units are common post bulk shelving with
available accessories for floor anchoring and top plastic cap. They
shall allow completely independent and unhindered non-progressive
relocation of shelves. DIMENSIONS. Shall be comprised of 2pieces side
by side. One piece is an open shelving unit, with 4 shelves. The second
piece is an open wardrobe unit with 1 hanging bar and 1 shelf the
entire width of the unit. UPRIGHTS. Solid steel uprights shall be a
minimum of 18 gauge steel punched 1 1/2 inches on centers. Tapered
slots in the uprights accept corner reinforcements for 2-way shelving.
END BRACES. Front and back vertical posts are joined with 5 inch high,
16 gauge metal end plate reinforcements. Plates are punched once in
each corner to create a 4 point bolt connection to upright for
structural integrity. WIRE SHELVES. Steel wire shelving with "V" shaped
wire trusses. Minimum load capacity of 700 pounds per shelf. Secured to
uprights with trusses, configured at ends fitting into tapered upright
slots punched at 1 1/2 inch increments for shelf adjustments. Shelves
shall be 39 inches wide to allow a minimum clearance of 37 inches
between posts. HANG BAR ASSEMBLY. Hang bar shall support a minimum
capacity of 125 pounds. Hang bar end brace shall be 16 gauge steel
punched once in each corner to create a 4 point bolt connection to
upright for structural integrity. ANCHOR. Punched with 2 holes to
create a 2 point bolt connection to upright using 3/16 inch bolts and
punched with 2 holes to create a 2 point bolt connection to slab
flooring using 1/2 inch and 4 inch ICBO certified anchor bolts (40,000
PSI minimum yield). FINISH. Uprights, shelves, hang bar assembly, and
anchors shall have powder coat color as specified. A clear coat
polyester powder topcoat utilizing a 2 coat process over a base powder

COLOR. 98 units will be brand name or equal to Frazee 7116A
(Bloodstone), 104 units will be brand name or equal to Sherwin Williams
SW1671 (Midas Touch), 118 units will be brand name or equal to Frazee
7006N (Stars Forever). Offerors must provide standard commercial
literature of their racks with their proposal demonstrating the
proposed product meets all specifications contained in this combined
synopsis/solicitation. The provision at FAR 52.212-1, Instruction to
Offerors -- Commercial Items, applies to this acquisition and no
addenda applies. A single award shall be made to the technically
acceptable, low cost, responsible offer. Only technically acceptable
offers from responsible sources will be considered for award. Offers
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
its offer. The clause at FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. The clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, applies to this acquisition
to include FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative
Action for Special Disabled and Vietnam Era Veterans, FAR 52.222-36,
Affirmative Action for Handicapped Workers, FAR 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era.
The following FAR clauses are also apply to this acquisition and are
included as addendum: FAR 52.219-6, Notice of Total Small Business
Set-Aside, and FAR 52.247-34. The items shall be delivered FOB
Destination to the Supply Officer, COMNAVSPECWARGRU One, 3632
Guadacanal Road, Building 165, San Diego, CA 92655-5585 by 15 June
1998. In addition to the foregoing FAR provisions and clauses, the
following DFARS provision and clause applies to this acquisition.
Offers shall include a completed copy of DFARS 252.225-7000, Buy
American Act -- Balance of Payments Program Certificate, with its
offer. DFARS 252.225-7001, Buy American Act and Balance of Payments
Program, applies to this acquisition. If there is a standard commercial
warranty associated with the above listed items, the offeror must
provide the Government at least the same warranty terms offered to the
general public in customary commercial practices. Proposals must be

(Eastern Standard Time) on 19 September 1997. Offerors may submit
