(CSAP), in partnership with other Federal Agencies, public health,
highway safety, law enforcement and industry associations will
establish at least five (5) Hospitality Resource Panels (HRP) at the
state or local level to demonstrate the feasibility of achieving the
Health People 2000 objective added in 1995 as part of the Midcourse
Revision. The Government intends to negotiate on a sole source basis
with Responsible Hospitality Resource Institute, 4113 Scotts Valley
Drive, Scotts Valley, California 95066. The project will address three
primary problems associated with increased risk of alcohol related
crime and injury: 1)sales or service of beer, wine, and distilled
spirits to those under the legal purchase age, 2) sales or service of
beer, wine, and distilled spirits to intoxicated persons; and 3)
limited hospitality and retail beverage industry involvement in
prevention efforts. This award shall be made using simplified
acquisition procedures. The Government reserves the right not to open
this requirement to competition based upon the responses to this
notice. Technical responses and requests received as a result of this
notice of intent will normally be considered solely for the purposes of
determining whether to conduct a competitive procurement. Interested
firms must submit clear and convincing data substiating their
capability to furnish this requirement within fifteen (15) days from
the date of publication of this notice. No Solictation Package is
available. If no affirmative responses are received award will be made
to the Responsible Hospitatlity Institute. All responses must be in
