through simplified acquisition procedures, from Professor J.N. Newman,
Naval Architect, Wayland, MA to provide expert technical services to
analytically predict the ocean wave forces on the Army's
Roll-on/Roll-off (RO/RO) Discharge facility (RRDF) floating platform.
This is in support of the development of a test and instrumentation
plan that will be used in acquiring full scale data on structural
loading and motions of the platform. The contractor will be required to
have expert knowledge of the analytical program "WAMIT" and associated
techniques for the analysis of wave loading of flexible floating
structures. Based on the familiarity with the WAMIT analytical tool and
expertise with the floating structures, the contractor will be required
to develop a WAMIT model of the RRDF and analyze in the development of
a test and plan to measure full scale data, monitor and advise on the
implications of the test data and report on the results after the
conclusionof field testing. Small Business firms classified under SIC
Code 8731 that are interested in proposing in this requirement must
demonstrate to the Contracting Officer in writing no later than 15 days
from the date of publication that they: (1) Have intimate knowledge of
the theory behind the WAMIT code and how that theory is applied
through the code; (2) Have the appropriate license from MIT to use
WAMIT. Small Business firms will be required to submit documentation in
support of the above for evaluation by the Government prior to
receiving a quotation. A single award will result from this

for Minority, Women-Owned and disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Business and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
