(407) 494-4666 The Air Force Technical Applications Center (AFTAC) has
a requirement for advanced multi-dimensional data analysis tools to
support and expand data evaluation efforts. This contract will support
the development of a state-of-the-art facility/computer systems,
evaluation techniques, and a nuclear engineering/evaluation
experience-base. Experts in the area of automated pattern recognition,
statistics, mathematics, scientific programming, database management
and information retrieval, and publishing are required for support. The
contractor shall maintain a core of established and credible experts in
the fields of nuclear fuel reprocessing techniques, actinide and
lithium enrichment techniques, nuclear chemistry, and reactor design.
AFTAC plans a phased effort to build on the existing techniques,
facilities, and equipment. In the initial phase, the contractor will
develop databases and software to create a state-of-the-art evaluation
environment capable of managing, storing, retrieving, displaying, and
analyzing very large data sets. As the effort progresses, emphasis
will shift toward proposal/development of new evaluation techniques and
applications for the forensic analytical techniques. Anticipated
contract minimum is $1.1M/year, with an estimated ceiling of $40M over
the anticipated contract period, consisting of basic year with 7
one-year options. The evaluation of potential contractors responding to
a market survey for this effort will be based on experience on similar
projects, including multivariate data analysis, digital imaging
analysis, interactive database management, and expert systems.
Experience level of computer systems development and nuclear process
expertise available to the contractor will receive special emphasis.
All offerors must have a SECRET security clearance and access to a
secure facility, including a secure computer system. Due to the nature
of this potential effort, NO foreign country sources will be
considered. Contractor personnel would require DoD security clearance
of at least the SECRET level. All information received in response to
this notice will become the property of the government and will not be
returned. Firms responding to this sources sought announcement should
indicate whether they are Small, Small Disadvantaged, and/or
woman-owned. The SIC code is 8711 and the Small Business Size Standard
is $2.5M. The government reserves the right to consider this
acquisition for the 8(a) program, Small Disadvantaged Business
Set-aside, or Small Business Set-aside based upon responses received.
Respondents should provide information regarding capability of the firm
to satisfy this requirement NOT LATER THAN 15 DAYS AFTER THE DATE OF
THIS NOTICE. This is not a Request for Proposal (RFP) and is not to be
construed as a commitment by the Government to issue a solicitation or
ultimately award a contract. Any costs incurred as a result of response
to this announcement shall be borne by the firm and will not be charged
to the Government for reimbursement. No written or telephone requests
for a solicitation package will be accepted and requests for further
