The U.S. Coast Guard FD&CC Pacific intends to award a follow on contract to Subsurface Consultants, Inc. for the following reasons: 1) The previous work was performed under an IDC Task Order and subsequent Purchase Order. Andrew Herlache, the P.E. did the original take/test/analysisof conditions/engineering analysis/evaluation of the geotechnical reviewing prior soil investigations/provided and developed design recommendations. 2) The design also included very specific and theoretical soil densification acceptance criteria which were developed by Andrew Herlache. 3) The use of a new engineer at this stage of the project would increase the probability of misenterpreting design requirements and contract compliance.
