Development Test Center (AFDTC), IO/IR/Laser Systems Flight (46th Test
Wing/TSWI) is seeking qualified sources to aid, at depot level, in
maintaining and upgrading, as necessary, the Thermal Image Processing
System (TIPS) II, subsystem electronics, and computer
hardware/software. The contract will be Cost Plus Fixed Fee (CPFF) with
a period of performance of sixty (60) months. The TIPS II is a state-of
-the-art, infrared (IR) data collection system designed to collect,
condition, digitize, record, and process high resolution IR imagery of
selected targets and backgrounds. TIPS was designated and built under
a full and open competition contract to The Analytic Sciences
Corporation (TASC). The purpose of this effort is to aid, at depot
level, in the maintenance and upgrade of three modified IR scanners and
the remote computer control aperture/filter positioner mechanism and
related electronics, the custom made Digitizer Processor Unit (DPU) and
related electronics and interfaces, the TIPSdata reduction and quick
look station and related peripherals. Potential sources will be
screened against their knowledge of: IR imaging scanners, high speed
data transfer and storage, IR imagery calibration techniques, and
experience with Digital Van computers, X-Window environments and
visualization/analysis software. Firms wishing to be considered for
this effort should submit their qualifications to Vicky Dawson,

evaluation of the firm's capabilities will be based upon information
submitted in response to this synopsis. They must specifically address
all requirements of the synopsis and should include a statement
regarding whether or not the firm is a small and/or disadvantaged
business concern as defined by SIC code 3861. The Air Force reserves
the right to consider a small business set-aside based on responses
hereto. Response to this synopsis must be received no later than 15
days after publication in the Commerce Business Daily. No
acknowledgment of receipt of responses will be made nor will evaluation
results be provided. Contract award is anticipated during the third

has been appointed by the AFDTC Commander to hear offerors' or
potential offerors' confidential concerns, if any, regarding this
