REPORTING REQUIREMENTS (UCRR). SOL 97I015438 POC Tory West, Contracting

twest@psc.dhhs.gov. The Indian Health Service (IHS), through the
Division of Acquisition Management, Program Support Center, Department
of Health and Human Services, intends to award a six (6) month sole
source simplified acquisition to Information and Management
Technologies, Inc., Silver Spring, MD 20902. This acquisition is being
conducted under the authority of the Buy Indian Act and is, therefore,
set aside for Indian-owned firms. "Indian" means a person who is a
member of a Federally recognized tribe. Indian majority ownership
necessary to qualify for this acquisition is 51%. The Contractor shall
analyze current Urban Indian Health Program Common Reporting
Requirements (UCRR) data collection and data reporting forms,
procedures, spreadsheets and documentation and develop a more
comprehensive, relative, effective and efficient data collection and
reporting system. The Contractor shall design, construct, and test
improved UCRR data handling procedures that can be implemented with
manual data tabulations entered into MS Excel spreadsheets. The
Contractor shall also develop data specifications that facilitate data
extraction from automated systems currently in place at a limited
number of Urban Indian Health Programs (UIHP) to MS Excel spreadsheets.
The changes to UCRR data and data reporting shall provide all UIHP with
easy-to-understand forms, specifications and reporting procedures that
yield more complete and effective program statistics for management
assessment of activities and performance. The Contractor must possess
knowledge of the 34 UIHPs, have experience working with the IHS UCRR
data system, understand the IHS infrastructure and information
management systems, and comprehend UIHP Title V compliance requirements
as well as IHS regulations and policies that impact the UIHP. No
solicitation is available, therefore requests for such documents will
be considered invalid responses. Firms having the ability to provide
the above requirements shall provide clear and comprehensive
information supporting its claim, inclusive of references listing
contact person(s) and phone number(s); technical literature; GSA
schedule number, if applicable; pricing; a Buy Indian Certification and
a Certificate of Blood Authenticity. Responses should be addressed to
the attention of Tory West, referencing number 97I015438. If no
affirmative response is received within 15 days of publication, the
Government shall negotiate an award to Information and Management
Technologies, Inc. The anticipated award date is September 30, 1997.
