Summers (405) 734-9759, Contracting Officer The 38 Logistics Squadron has a requirement for nonpersonal services for local telephone exchange services at Westover ARB MA. The proposed contract is for five years. The local exchange service provider certified by the Massachusetts PUC shall provide local commercial communications service for Westover ARB MA. Local communications service shall include, as a minimum but not limited to, subscriber lines (analog, digital, and ISDN BRI), local exchange access trunks, transport channel services, (eg. Low data rate circuits, SS7, and higher bandwidth circuits including Digital Signal up to Level 3, SONET up to OC-48, ATM, etc.), exchange (DID) and directory number and number portability, dynamic bandwidth allocation and bandwidth on-demand services, emergency 9-1-1 service, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Local calling access for Westover ARB is required to exchanges located in Agawam; Chicopee; East Longmeadow; Granby; Hampden; Holyoke; Indian Orchard; Longmeadow; Ludlow; Soutwick; Springfield; Westfield; Wilbraham and within Westover ARB property. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under SIC 4813 with size standard of 1500 employees. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate inthe evaluation of proposals or in the source selection process. Interested parties are invited to call Col Lee H. In order to ensure receipt of any solicitation amendments, all potential offerors must provide a written request to the Contracting Officer to be placed on the acquisition source list.
