this procurement, succeeding an announcement published in November
1996. The Navy wishes to identify potential sources and invite industry
comments regarding the requirement to support the Undergraduate Flight
Officer's (UNFO) radar training program through total Contractor
Logistics Support (CLS) of Government-owned, FAA-certified, T-39N and
CT-39G aircraft and associated equipment. Specific requirements
include, but are not limited to: aircraft maintenance and logistics
support of T-39N and CT-39G aircraft, including the radar systems;
repair and overhaul of airframe and aircraft subsystems including
engines; maintenance/repair and logistics support of the Ground Based
Training Systems (GBTS); maintenance/repair and logistics support of
mission support equipment and peculiar support equipment and spares;
and providing records maintenance and reporting for aircraft and
associated systems. The Navy anticipates structuring the Request For
Proposal (RFP) to allow for up to two (2) awards; one (1) award for
CLS, and one (1) award for engine support. The primary place of
performance is Naval Air Station (NAS) Pensacola, Florida where the
Navy has its UNFO Radar Training system. Additional support locations
for CT-39G aircraft include, NAS New Orleans, Marine Corps Air Station
(MCAS) El Toro, and MCAS Futenma, Japan. The proposed contract is
anticipated to be for one (1) base year with four (4) one-year options.
The Navy's intended procurement schedule is as follows: release of
draft RFP by 14 November 1997; conduct pre-solicitation conference and
site visit 7 December 1997; release RFP by 21 January 1998; proposal
due date on 21 March 1998; and contract award by 15 June 1998. Any
