Subject to final approval, the Bureau of the Public Debt intends to acquire, on a sole source basis, mail processing services in Salt Lake City, UT, from Skymail International Auto Mail Services. The mail processing services will be for customer agencies of a Franchise Business Activity (FBA) Coooperative Administration Support Unit (CASU) consortium. The resulting simplified acquisition order will provide various consolidated mail functions. The services may include one or more of the following: delivery point barcode, combine and presort of First and Periodic Class Mail, metering of non-qualifying First, Standard, and Periodic Class, certified/registered mail, and First and Periodic Class Bulk Rate Permit mail. Firms must submit a description of their proposal in sufficient technical detail to substantiate the ability of any alternative service to meet all these requirements. If no affirmative written response is received within 15 days after publication of this notice to the effect that a comparableservice is available, and that it is more advantageous to the Government than obtaining the service through the proposed contractor, a sole-source award will be made.
