USAID/Philippines intends to modify contract #492-0465-c-00-4042 with International Resources Group of 1400 I Street, N.W. Suite 700, Washington, D.C. 20005 to incorporate additional tasks described herein. This notice of intent is not a request for competitive proposals. No solicitation will be issued. See Notes 22 and 25. Do not respond unless you have read Notes 22 and 25 fully. We anticipate awarding to the present contractor. Through the Environmental and Natural Resources Accounting Project (ENRAP), which is now on its fourth phase, technical assistance is being provided to the Department of Environment and Natural Resources (DENR), National Statistical Coordination Board (NSCB) and other government agencies such as the Department of Energy (DOE) and the Lingayen Gulf Coastal Area Management Commission (LGCAMC). ENRAP-4 is implemented in two phases, with phase one completed by September 30, 1997. An external evaluation of ENRAP-4 was made and the results indicated that the ENRAP "matured from a fledgling effort towards valuing the depreciation of forest resources to a highly regarded environmental policy activity." It further recommended that the agenda-building policy research issues and analyses need to have the active participation of partners, particularly by DENR. Based on the evaluation findings and recommendations, and in response to the current priorities of the Philippine government in sustainable environmental management, USAID plans to expand activities in the following areas: policy formulation and reform, institutionalization, and policy advocacy.
