S -- OTS TELEPHONE SERVICES SOL N00604-97-Q-A002 POC Lori Irish, (808) 474-2397 Ext. 233, Contract Specialist, Beatrice Appling, Contracting Officer The Government intends to place a delivery order against Basic Ordering Agreement DCA200-96-H-0047 with GTE Hawaiian Telephone Company, Inc., for communication services (OTS phone maintenance, circuits, commercial phone tolls, commercial telephone dial tone, special billed accounts, operator assisted tolls, directory assistance (1-411), telecommunication relay service, interstate line charges, and commercial access trunk). The period of performance is 01 October 1997 through 30 September 1998. Geographic coverage is for all DoD Activities in the State of Hawaii. The anticipated award date is 30 September 1997. Negotiations are intended with GTE Hawaiian Telephone Company, Inc. Justification for other than full and open competition is that the basic ordering agreement does not allow for co-location of contractors in spaces requiring service, replacement equipment must be compatible with existing infrastructure, and downtime of equipment is not an acceptable option. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on the information provided, is solely within the discretion of the Government.
