synopsis/solicitation for commercial bus transportation services in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is being
issued as a Request for Quotation (RFQ) number OSIA01-97-Q-0026. All
correspondence regarding this announcement shall reference this RFQ
number. The RFQ document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. The RFQ is
being solicited as a small business set-aside under standard
industrial classification code 4142, Bus Charter Service, with a size
standard of $5M. The subject requirement provides for commercial bus
transportation services in support of the On-Site Inspection Agency
escort activities out of Travis Air Force Base (TAFB), CA. Services
shall be provided to and from TAFB and San Francisco International
Airport and the surrounding vicinity. Trips will range in duration from
four to twelve hours per day with baggage handling services also
included. An individual order for services may encompass two to three
days of services, which is considered one mission. The contractor shall
provide services via 47 passenger buses and may be required to supply
more than one bus, based on the number of personnel to be transported,
per individual trip. The period of performance shall be from 1 Oct
1997 through 30 Sep 1998. It is anticipated, that at a minimum, 13
missions will be required during the period of performance. As a result
of this combined synopsis, offerors shall submit a quotation based on
the following items: (1) Four hour bus trip; (2) Firm Fixed-price
hourly driver labor rate for trips beyond a normal four hour trip; (3)
Trip cancellation fees (including the cancellation provisions), if
applicable; and (4) other pertinent trip service costs as appropriate.
In addition to the aforementioned price quotation, offerrors shall
submit a detailed listing (at least five references) of previous
government contracts to include the agency's name, address, phone
number and point of contact. If government contracts are not available
as references, the offeror shall submit a detailed listing of previous
private sector references. Offerors shall also provide detailed
information in their quotation to demonstrate the offeror has
sufficient resources (equipment and personnel) to meet the OSIA
requirements. The provision at FAR 52.212-2, Evaluation-Commercial
Items, is applicable to this solicitation. The Government will award a
purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
Government reserves the right to make multiple awards as a result of
this solicitation. The following factors shall be used to evaluate
offers: (1) The extent the contractor demonstrates sound past
performance on contracts providing services of a similar nature; and
(2) The extent the contractor demonstrates the ability to meet the
equipment and personnel requirements to provide commercial bus
services. Offers are due on or before 1200 EST, 19 Sep 1997 and should
