Specialist JIM KINDLA (210) 221-3007 (Site Code DADA10) Charter bus
service between Brooke Army Medical Center, Fort Sam Houston, TX, and
Wilford Hall USAF Medical Center, Lackland AFB, TX, for the period 1
Oct 97 thru 30 Sep 98. This is a combined synopsis/solicitation for
Commercial items prepared IAW FAR 12.6 and information included in this
notice. This announcement constitutes the only solicitation; quotes are
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This procurement
is unrestricted under SIC Code 4141 with a Small Business Size
Standard of $5.0 M. DESCRIPTION: Non-Personal services to provide all
resources including labor, equipment and supplies necessary for charter
bus service for up to 39 passengers and four (4) wheel chair patients
between BAMC, Fort Sam Houston, TX, and WHMC Lackland AFB, TX, using a
Transit Management Company (TMC) RTS-06 V-6 diesel bus, with a wheel
chair lift capability or equivalent. Services will include 12 round
trips daily, Monday thru Friday (except Federal holiday), between 6:00
A.M. and 6:00 P.M. Occasionally, stops between the final destination
points may be required. Contractor shall be licensed and insured to
operate on Fort Sam Houston and Lackland AFB, TX. Contractor shall
report daily head counts and trips, summarized monthly, to patient
transport. The customer will acknowledge the work is acceptable by
signing and dating a copy of the contractor's maintenance/service
ticket. The contractor shall turn in the signed ticket daily to the
BAMC Patient Transport Branch. All safety and passenger comfort systems
must be fully operational; contractor to maintain an immediate backup
with the same specifications for use in case of system failure an/or
accidents. The route shall be the most direct (point to point), from
BAMC Acute Care Clinic (ACC) entrance to Wilford Hall Clinic entrance
and return. Bus shall be marked as a shuttle for BAMC and WHMC only.
The successful offeror must provide proof that their company and
employee operators meet all Federal Transit Administration, DOT, State,
local safety requirements for over the road passenger transport.
Operators must maintain a current valid Commercial Drivers License
(CDL). Operators must be currently certified by Red Cross and currently
qualified to administer CPR and first aid in case of emergency. Vehicle
operator will check for proper I.D. before the passenger boards the
bus. Passengers objecting or refusing to present proper I.D. will be
referred back to their doctor, clinic, or if belligerent, reported to
hospital security. Payments will be made monthly, in arrears. The
contractor shall request inspection of the work by the on- site using
customer. The vendor is requested to propose a price on the following
line item: Line Item No. 0001: Estimated Quantity is 3,036 trips and
return the Reps and Certs (52.212-3) with the Quotation. The folllowing
clauses/provisions apply to this acquisition and are hereby
incorporated by reference: (1) FAR 52.212-1, "Instructions to Offerors-
Commercial"; (2) FAR 52.212-3, "Offeror Representations and
Certifications- Commercial Items"; (3) FAR 52.212-4, "Contract Terms
and Conditions- Commercial Items", to include an addendum incorporating
by reference FAR 52.217-8, "Option to Extend Services"; (4) FAR
52.212-5, "Contract Terms and Conditions Required to Implement Statutes
or Executive Orders- Commercial Items"; to include the following
additional FAR clauses cited in the clause: 52.219-8, 52.222-26,
52.222-35, 52.222-36, 52.222-37, and 52.222-41; and DFARS Clause
252.212-7001, "Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Acquisition of Commercial
Items". Award will be based on technically acceptable, low price.
Quotes in original and one (1) copy shall be received at the following

Specialist, by 2:00 P.M., local time, September 23, 1997. All quotes
