(FRA) intends to negotiate, on a sole source basis with Zeta-Tech
Associates, the award of a simplified acquisition contract. The
contract is for the purpose of demonstrating High-Speed Track
Maintenance Using Objective Gage Strength Data. This project is part of
the Track and Structures portion of the Next Generation High Speed Rail
Program. The project will develop and validate the gauge retention
strength criteria required to safely operate high-speed service on
existing wood tie track without accelerating degradation of the track
structure. The applicable authority for this procurement is 41 U.S.C.
253 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible
Source." This announcement is for information purposes only relating to
