A -- SPATIAL/SPECTRAL AIRBORNE RADIOMETRIC INFRARED SYSTEM (SARIS) SOL F08635-98-R-0002 DUE 013098 POC Contact Lt Tim Scarborough (scarbort@eglin.af.mil), Contract Manager, (850) 882-8567 or Marilyn Koser (koserm@eglin.af.mil), Contracting Officer at (850) 882-4141 The Department of Defense (DOD) Central Test and Evaluation Investment Program (CTEIP) Office has established a Tri-Service program to develop a specific set of capabilities to measure certain target signatures. The Tri-Service Signature Measurement and Database System (TSMADS) Program will address signature measurement requirements for the Army, Navy, and Air Force. The Air Force Development Test Center (AFDTC), 46th Test Wing, has been identified to provide Program Management for this effort. The Electro-Optical (EO)/Infrared (IR)/Laser Systems Flight of the Test Wing is currently seeking qualified sources to design, develop, fabricate, test, and integrate the air-to-air signature measurement portion of the TSMADS program. The instrumentation capability to be developed under this effort is the Spatial/Spectral Airborne Radiometric Infrared System (SARIS). Spatial/Spectral Airborne Radiometric Infrared Instrument. The system shall consist of a spatial/spectral measurement system and a co-registeredInfrared Focal Plane Array (IR/FPA) imager capable of being flown in an existing turreted pod on a wing station of an F-15 type aircraft. Other applications include use on a ground based Tracking Mount. SARIS will collect signature data on missiles, aircraft, IR countermeasures, surface targets, and backgrounds.. The spectral/spatial signature measurement system must collect calibrated in-flight data. This system will have the following specifications: Data Type Spatial/Spectral Instrument Type Fourier Transform Interforometer with a Detector Array Spectral Band 3.5-5.0m (2.0-5.0m Option) Number of Spatial Pixels 16x16 Total Field-of-View 16x16 1 milliradian (Expandable to approx. 4 degrees with optics change) Detector Cooling Closed Cycle Cooler Radiometric Accuracy +/- 5% for a Blackbody Radiator from 100oC to 1000oC +/- 10% for a Blackbody Radiator from 20 C to 100 C. Accuracy shall be obtained from a single spectral scan and shall be across the entire 3..5 to 5.0 band Crosstalk <1% Spectral/Spatial Scan Rate (Datacubes/Second) Spectral Resolution Unapodized (cm-1) Apodized (cm-1) approximately 25 1 2 approximately 50 2 4 approximately 75 4 8 approximately 100 8 16 The co-registered Infrared Focal Plane Array (IRFPA) imaging system must have the following specifications: Camera Type IR Focal Plane Array Number of Pixels at least 256 X 256 Field-of-View approximately 4 degrees (1 degree optional with lens change) Mounting Configuration Shared Optics with Spectrometer Desired. Co-Registered with Spectrometer Required Scan Conversion IR Camera Image must be scan converted to RS-170 for display and recording Data Outputs Both RS-170 Video and Digital Data outputs shall be provided Registration of Spectrometer and IR Camera data Within 0.25 milliradians for all pixels SARIS Data Reduction/Analysis Workstation. This system segment must be capable of accepting real-time digital and video signature measurement data via post flight data from the airborne recorders, data storedduring system calibrations, other data (such as range and aspect angle and parametric data), and data direct from the instruments in laboratory and/or field environments. The workstation will employ software routines developed under this effort to reduce and merge the various data sources, allow interactive editing of the data and produce final data products in accordance with the System Performance Specification. The output of the Workstation will include both hard copy and computer media products. The workstation will be designed to be transportable. The SARIS instrument's primary use will be in the Common Signature Measurement Pod (CMSP). Portions of the pod hardware, along with its Interface Control Document, will be provided to the successful offeror as Government-Furnished Equipment/Information (GFE/I). Additional GFE will include the airborne digital and video data recorders. The SARIS prototype, the Infrared Imaging Spectrometer (IRIS), will be made available for limited use periods, at Eglin AFB, FL, during the contract period of performance. The data collected by these instruments may be classified up to, and including, SECRET. The contractor must have personnel, cleared to this level, to participate in the final acceptance testing. AFDTC/PKZ plans to award one contract with a period of performance of 24 months after the effective date of award. Formal RFP (F08635-98-R-0002) release is anticipated on or about 2 Dec 97. Contract award is planned for the third quarter of FY98.
