EFFECTS/ELECTROMAGNETIC SYSTEMS DESIGN, ANALYSIS, AND SUPPORT: This
announcement constitutes a sources sought for small business interest
for a possible future Dept. of Navy contract. Sources Sought: NRAD is
seeking Small Business firms with current ability to perform a contract
in accordance with the level of effort and technical scope delineated
herein. Interested parties are invited to respond to this synopsis and
submit information of their corporate structure, business size,
technical abilities and past performance not to exceed 5 pages (single
space). Past performance information shall include relevant past
experience in the below noted areas within the past 5 years.
Additionally, provide points of contact, contract #s, phone #s for all
listed past performance reference. Interested parties would be
required to maintain a facility within the 50 miles radius of NRAD
since approximately 35% of the work will be performed at NRAD facility
and the remainder of the work at contractor facilities within the San
Diego area. Due date: 29 Sep 97. Scope: This is a requirement for
research, design and development support for electromagnetic systems
for Navy and other government agencies. The systems for which support
will be required are satellite and surface communication, surveillance,
radar, navigation, meteorology, electronic warfare, and other systems,
which either transmit or receive electromagnetic radiation for ships,
shore stations, and other military support platforms. The support will
involve investigating, analyzing, testing, evaluating, documenting,
mitigating EMI effects, modeling, and program support. Work shall
include shipboard antenna design and topside arrangement studies,
antenna radiation pattern and complex impedance analysis and
predictions, electromagnetic environmental effects (E3) problem
analysis, EMC engineering, EMI/IMI testing, antenna performance
measurement, electromagnetic pulse protection, survivability analysis,
equipment performance, E3 testing, antenna hardening design/materials
studies, antenna installation, technical documentation, and management
support. Systems include but are not limited to antennas, signal
distribution, control, and processing systems and subsystems for C4I
systems, such as Battle Group Passive Horizon Extension System,
OUTBOARD, COBLU, HF Surface Wave Radar, Combat DF, Joint Tactical
Information Distribution System (JTIDS), AN/URC-109 HF Radio Group,
High Frequency Radio Group (HFRG), AN/URC-131 (V) HF Radio Group,
Frequency Selective Surface (FSS), AN/WSC-6(V) SHF SATCOM, AN/USC-38(V)
EHF SATCOM, AN/WSC-3(V) UHF SATCOM, AN/UMK-3 Tactical Environmental
Support System (TESS), Shipboard Electromagnetic Evaluation and
Measurement (SEEMS), INMARSAT-B Satellite, Battle Force Tactical
Trainer (BFTT), Defense Messages System (DMS), Defense Information
Infrastructure (DII), Position Location Reporting System (PLRS),
Integrated Submarine Automated Broadcast Processing System (ISABPS),
NATO Interoperable Submarine Broadcast System (NISBS), and
AdvanceDisplay System (ADS). The following is the anticipated labor
