issue a Request for OFFERS for REPLACEMENT OF UNDERGROUND STORAGE
TANKS. THE WORK TO BE PERFORMED UNDER THIS PROJECT CONSIST OF PROVIDING
THE LABOR, EQUIPMENT, AND MATERIALS TO REMOVE SEVEN EXISTING
UNDERGROUND STORAGE TANKS (UST) SYSTEMS AT FOUR DIFFERENT SITES AND
INSTALL ONE NEW UST AND FIVE NEW ABOVEGROUND STORAGE TANKS (AST)
REPLACEMENT SYSTEMS AT FOUR DIFFERENT SITES. THE EXISTING UST'S ARE TO
BE CLOSED IN ACCORDANCE WITH THE ALABAMA DEPARTMENT OF ENVIRONMENTAL
MANAGEMENT (ADEM) ADMINISTRATION CODE, DIVISION 6, AND THE REQUIREMENTS
OUTLINED ON THE CONTRACT DRAWINGS AND IN THESE SPECIFICATIONS. EACH NEW
AST IS GENERALLY DESCRIBED AS A NEW DOUBLE-WALL STORAGE VESSEL AND
ASSOCIATED DOUBLE-WALL PIPING PLACED WITHIN A CONCRETE DIKED AREA. EACH
NEW UST IS GENERALLY DESCRIBED AS A NEW BELOW-GROUND, DOUBLE-WALL
STORAGE VESSEL AND ASSOCIATED DOUBLE-WALL PIPING. ALL REQUEST FOR PLANS
AND SPECIFICATIONS MUST BE IN WRITING TO THE POINT OF CONTACT AND MUST
CONTAINED THE REQUESTORS COMPLETE NAME, ADDRESS, AND PHONE/FAX
NUMBERS. A CERTIFIED CHECK IN THE AMOUNT OF FIFTY ($50.00) DOLLARS MUST
ACCOMPANY ALL REQUEST FOR PLANS AND SPECIFICATIONS. MAKE ALL CHECKS
PAYABLE TO "NASA CASHIER". This procurement is being conducted under
the NASA MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy. The order of magnitude for the procurement is
BETWEEN $1,000,000.00 AND $5,000,000.00 and the effort shall be
completed within 270 calendar Days after notice to proceed. This
procurement is a total small business set-aside. This procurement is
part of the Small Business Competitiveness Demonstration Program. The
Standard Industrial Classification Code for the procurement is 1711.
The corresponding size standard is $7.0M. The anticipated release date
of the RFO is on or about SEPTEMBER 18, 1997 with an anticipated offer
closing date of on or about OCTOBER 7, 1997. The firm date for receipt
of offers will be stated in the RFO. Drawings will be available from
the identified point of contact. All responsible BUSINESS sources may
submit a OFFER which shall be considered by the agency. [OMBUDSMAN
STATEMENT IS REQUIRED] An ombudsman has been appointed -- See Note "B".
The solicitation related to this procurement will be available over the
Internet. These documents will be in ASCII or RTF format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

shall notify this office of their intent to submit an offer. It is the
