505-248-6626. The U.S. Fish and Wildlife Service, Region 2, intends to
award, on a sole source basis, an order to John Brown & Sons, Inc. for
the procurement of an excavator mounted flail type brush and tree
cutter/mulcher -- without auxilliary power pack (Model: Brontosaurus).
The cutter/mulcher must be designed to throw debris downward to ensure
the safety of user. Vendor must be able to provide service and parts
within 5 days of initial notification of required repair.
Cutter/mulcher will be mounted on a John Deere 690 D-LE Excavator. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with additional information included in this notice. This
announcement constitutes the only solicitation; other proposals will be
considered; a written solicitation will not be issued. RFQ #
1448-20181-97-Q067. Solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46. Small-business set-aside. SIC 3523. Size standard: 500.
Requirement is for 1 each excavator mounted flail type brush and tree
cutter/mulcher without an auxilliary power pack. Specifications are:
(1) Designed to throw debris downward toward the ground. (2) 50 inch
mower head with approximate weight of 4200 lbs for tracked carriers.
(3) Guaranteed parts availability in 3-5 days. (4) For use with track
type carriers for terrain where erosion control, siltation, and/or
sedimentation is a prime concern. (5) Designed for mounting primarily
on 20,000 to 50,000 pound track or rubber tired excavators, feller
bunchers, etc. (6) Drum mounted free swinging hammer type blades,
reversible, w/two cutting edges. (7) Reversable knives to have drop
forged cutting surfaces that can be field sharpened. (8) Knives to
weigh a minimum of 7 lbs each. (9) Main shaft of mower to be minimum of
3-11/16 inch diameter (industrial duty main shaft may be smaller). (10)
Four knife shafts to be minimum of 1-11/16 inch diameter. (11) Cutting
head mounted in place of bucket or other attachment can be easily
removed and machine converted to other uses. (12) Replacement knives
and shafts for mower heads provided as requested. (13) End product from
cutting and mulching to be of fairly uniform size, making an easily
biodegradable chip type debris. Delivery location is Enid Oklahoma. The
provision at 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition. Offers must include a completed copy of the
provision at 52.212-3, Offer Representations and
Certifications-Commercial Items with the offer. Clause 52.212-4,
