Division, rmoss@nswc.navy.mil. The Naval Surface Warfare Center,
Dahlgren Division, Dahlgren, VA 22448 intends to purchase on a sole
source basis Chloride Power Electronics Uninterruptible Power Systems
(UPS), two (2) each, as follows: 1 each Chloride EDP70/75/75 4-2
Uninterruptible Power Systems, inclusive of 80 each PRC12110X Power
Batteries in two "D" cabinets (1 lot); 1 each RS422 Amplifier and
Extension to 1000 meters; 1 each remote alarm; the Start up Service (1
each); and one year warranty, including parts and labor (1 lot). The
second system shall include 1 each Chloride EDP 70/75/50 4-2
Uninterruptible Power System, inclusive of 40 each PRC12150X Power
batteries mounted in cabinet (1 lot); 1 each RS422 Amplifier and
Extension to 1000 meters; 1 each remote monitor; the Start up Service
(1 each); and one year warranty, parts and labor included (1 lot); also
being purchased is a two year replacement, eight year pro-rated
warranty, and six month and twelve month battery inspections (1 lot).
The combined items shall be used to support the development and
evaluation computer labs located at NSWCDD as a portion of the Program
Assurance Facility (PAF). Additionally, the following specifications
are required for both UPS Systems: KVA 50, 75; Transistorized
Technology; 90% efficienty; less than 65dBA audible noise; auto
restart; internal MBS; internal BDS; INT (0) Input THD filter; separate
reserve feed; 2% output THD; less than 20 measurements; less than 20
indications; less than 30 alarms; alarm log with number of events;
power history recorder; complete mimic panel; complete battery monitor;
complete user help menu; and systems must be parallelable. The UPS
systems shall consist of a rectifier/charger, battery, inverter,
protective devices, static transfer switch, synchronizing and phase
lock circuitry and controls required to provide regulated uninterrupted
conditioned power to the circuit load. The UPS systems shall include
all mechanical and electrical devices that will automatically provide
continuity of electrical power within the defined limits without
interruption upon failure or degradation of the commercial power
supply. Continuity of conditioned electric power shall be maintained
for the defined period of time by the battery system. Upon return of
the utility power source, the UPS systems shall automatically assume
the load, while simultaneously recharging the batteries. These UPS
systems are transistorized units which may be further paralleled at a
later date in the field for either capacity or redundancy which allows
growth potential. The UPS systems come with a separate reserve feed
which eliminates the single point of failure as well as providing an
alternative source of power when the input breaker has tripped due to
utility fault clearing. The UPS systems also have an event alarm log
which logs the time, date, duration and status of the previous 6900
alarms. The UPS systems are supplied with a power history recorder
which takes a "snapshot" of any alarm which stops the inverter. The
recorder provides status ten (10) seconds before and one (1) second
after the alarm in 1/10 second intervals, which is critical to
technicians. The equipment herein shall be integrated in parallel with
existing equipment located at NSWCDD. The facility requires these
power sources provide a safe and secure environment that includes
physical and ADP security, environmental controls such as fire
protections (sensors and sprinklers), temperature, humidity, chilled
water, power (all types 60 and 400 HZ), three phase delta and Y, etc).
This equipment is to protect militarized hardware and COTs processors,
commercial software and already captured data. This equipment is the
key to the execution of projects located at NSWCDD and therefore
crucial to continuous, conditioned and monitored power. Simplified
Acquisition Procedures shall be used for this procurement. All
