for commercial items, prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Firm Fixed Price Solicitation for 80 each Maxa Beam
Searchlights with components listed under "deluxe package," or
equivalent. Items are required FOB Destination, SEACOR Warehouse, 1112
Cavalier Blvd., Chesapeake, VA 23323. Delivery is required to be
completed by 15 DEC 97. One option is included, to be exercised no
later than 15 FEB 98, for no more than 40 additional searchlights with
components to be delivered within 90 days of option award.
DESCRIPTION: Maxa Beam Searchlight, Deluxe Package, OR EQUIVALENT. The
Maxa Beam package includes one Maxa Beam Searchlight with a Five-Ft.
Power Cord, two Nicad Rechargeable Battery Modules, two Battery Carry
Straps, one Nicad Quick Charger/Power Supply, one Convert Infrared
Filter (850 nm), one Filter Pouch, one Five-Ft. Power Coil Cord, and
one Large Storage Case. REQUIREMENTS: The searchlight is for shipboard
use. MINIMUM SALIENT CHARACTERISTICS: Lamp: Peak beam -- not less than
6,000,000 candlepower; Beam Spread -- 0 to 40 degree, adjustable.
DESIRED CHARACTERISTICS: Weight: Searchlight -- 3.2 lbs (1.45 kg);
Nicad battery -- 5.4 lbs (2.45 kg) each; Lamp life -- 500 hours; Color
Temp. -- 6,000 degrees Kelvin; Lamp Type -- Short arc xenon; Lamp
power -- 75 watts. . EVALUATION PROCEDURES: 52.212-2 Evaluation --
Commercial Items. (OCT 1995) (a) The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (1) technical capability of the item
offered to meet/exceed the Government requirement, (2) ability to meet
the delivery requirements, and (3) price. Items not meeting the
technical qualification requirements shall not be considered for award.
(b) Options. The Government will evaluate offers for award purposes by
adding the total price for all option items to the total price for the
basic requirement. The Government may determine that an offer is
unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the
option(s). (c) A written notice of award or acceptance of an offer,
mailed or otherwise furnished to the successful offeror within the time
for acceptance specified in the offer, shall result in a binding
contract without further action by either party. Before the offers
specified expiration time, the Government may accept an offer (or part
of an offer), whether or not there are negotiations after its receipt,
unless a written notice of withdrawal is received before award. The
Government may award less than the total quantity offered. APPLICABLE
