This is a repeat notice. The first notice was published on 15 Aug 97
intended to run until 26 Sep 97. For unknown reasons, the notice
stopped being published in the CBD. A supplementary notice giving
additional information was published on 4 Sep 97. The following is the
original description published on 15 Aug 97. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation shall not be issued. Solicitation #F2321-97QS601 --
Request for Quotations. The solicitation document and incorporated
provisions and clauses are those in effect through the 1997 FAR
Rewrite. SIC code -- 7373. This acquisition is for a Supervisory
Control and Data Acquisition (SCADA) system to include: operator
engineering station, external CD-ROM front-end-processor, 2 printers,
remote operatorengineering station, modems, cabinets, cabling and
miscellaneous hardware for system integration, 4 remote terminal units
with 4 latch control (8 status and 8 analog), 3 remote terminal units
with 8 latch controls (8 status and 8 analog), spare parts kit,
commercial warranty, start-up and operational assistance during
warranty period, complete training at contractor's site for 2
personnel, field on-site technical support at overseas (Okinawa, Japan)
location, and software updates during commercial warranty. System shall
allow operators to monitor and control critical electrical distribution
system components, providing dispatcher/controller to safely open/close
high voltage switches. System shall provide real-time data for
evaluation. Operators can assess, pin-point and restore interrupted
service quickly and safely. Each electrical distribution circuit shall
be monitored and controlled from one location. System shall be linked
via fiber optic cable or existing telephone lines through remote
terminal units. System shall retrieve critical management and control
data from remote locations. Delivery shall be at the earliest time
possible but not later than 31 December 1997. For shipments that can be
made via US Mail, delivery shall be FOB Destination -- APO, AP 96368.
US Mail is the preferred shipping method. For shipments that cannot be
accomplished via US mail, delivery shall be FOB Destination --
Lathrop, CA. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items (June 1997), applies to this acquisition with no
addenda. Evaluation is based on best value, cost, delivery time,
ability to meet requirements and past performance. Offerors shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items (January 1997)
with its offer. The clause at FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items (May 1997) applies to this acquisition.
In addition to the guidance contained in FAR 52.212-4, contractors
shallsubmit proof of delivery with their invoices. Proof of delivery
may be in the form of a bill of lading or other shipping document
signed by the receiving office. Invoices received without proof of
delivery shall not be accepted. FAR 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (August 1996) applies to this acquisition. However,
only the following clauses in paragraph (b) apply: 52.203-6

due no later than 27 September 1997 by 1600 Japan Standard Time.
