Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA),
under the Cooperative Threat Reduction Program, is assisting the Former
Soviet Union States with the elimination of weapons of mass
destruction. As part of this effort, DSWA will assist Ukraine with the
elimination of the SS-24 missiles and silos. Within this program, DSWA
intends to assist Ukraine with the elimination of the solid propellant
in the first, second, and third missile stages. DSWA intends to
contract with the Povlagrad Chemical Plant (PKhZ), Povlagrad Ukraine.
The contract will require PKhZ to pull samples of solid propellant from
each of the missile stages and perform a battery of safety and
characterization tests. As a minimum, the tests will include: thermal
stability, heat of explosion, electrostatic discharge, impact,
friction, detonation, shock sensitivity, cap sensitivity, TNT
equivalency, and Atmospheric Burn Rate. PKhZ will also characterize the
physical properties as well as the propellants response to high
pressure spray/jet and its compatibility with stabilizing solutions.
The results of the tests and characterization will be incorporated into
a formal Request for Proposal for the elimination of solid propellant
from the entire set of SS-24 solid rocket motor stages. DSWA considers
PKhZ as the only responsible source. PKhZ is the only known source
with access to the SS-24 missile, and has the technical expertise and
understanding of Ukrainian law to perform the tests required. In
addition, PKhZ has the facilities to perform tests on explosives as
directed by the Ukrainian Ministry of Defense. No other sources is
known to have this capability. DSWA intends to award a sole-source
contract to PKhZ in Oct 97. Any firm desiring consideration must fully
identify their capability to perform this effort. See Note 22
