sole source Simplified Acquisition purchase from the Massachusetts
Institute of Technology's Center for Transportation Studies to develop
Benefit Cost Analysis (BCA) for some Model Deployment Initiative --
Intelligent Transportation Systems projects. These analyses will
consist of the BCA model, and all associated documentation. For each
BCA the contractor will design a data collection plan and provide
written documentation of theory, methods, and data used to evaluate the
project on benefit-cost grounds. The contractor must supply a single
individual to meet the terms of this contract. This individual will
work on-site at Volpe for the duration of the project, approximately 9
months from the date of award of the contract. Small Business firms
classified under SIC Code 8732 interested in proposing on this
requirement MUST demonstrate in writing no later than 15 days from the
date of this CBD publication that they (1) are within commuting
distance of the Volpe Center; (2) ability to dedicate a person for
on-site work at Volpe for a period of approximately 9 months; and, (3)
they have a program that combines the technical rigor and academic
oversight required for this project. Small business firms will be
required to submit documentation in support of the above for evaluation
by the Government prior to receiving a quotation. A single award will
result from this solicitation. No telephone requests will be accepted
-- only written requests for this solicitation will be accepted --

Business Enterprises: The Department of Transportation (DOT), Office
of Small and Disadvantaged Business Utilization (OSDBU), has a program
to assist minority, women-owned and disadvantaged business enterprises
to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
