This study is a non-competitive action with Gate Maritime Properties Inc., 5880 Channel View Blvd, Jacksonville, FL. Gate is the only source for this study because the proposed rail loop is an extension to an existing Gate Maritime owned rail spur located on Blound Island, Jacksonville, FL. Gate not only owns the existing spur but also the property on which the proposed rail loop is to be located. Gate assumes total responsibility for any improvements to this property including environmental impact, permits, etc. and must approve any improvements required by the government. Gate owns proprietary rights to the plans and drawings of the land regarding existing facilities, underground obstacles, utilities, etc. Review of this data is necessary to complete the required study. The study includes engineering design, permitting (city, state and federal), traffic study, utility coordination, surveys, legal description for utility and railroad line easement, shop drawings, site visits, permit certifications, National Environmental Protection Agency study and any other information required by Gate for approval of proposed rail loop.
