212-264-9123. Location: The study area is the North Shore of Long
Island, extending eastward approximately 100 miles from the mouth of
the East River in Queens County to Orient Point at the eastern-most end
of Long Island in Suffolk County. Scope of Services Required: Provide
professional services in performing a feasibility level study to
provide storm-induced coastal erosion and flood damage reduction to the
North Shore of Long Island with initial focus on the Village of
Bayville, New York. These services will entail performing various
engineering services related to existing beach conditions and the
development of coastal and interior improvements with such measures as
floodwalls, pumping stations, ponding systems, retention basins,
seawalls, revetments, beach fills, etc. This may include aerial
photography and photogrammetry, cross shore profiling, hydrographic and
topographic surveys, development and servicing of oceanographic and
other instrumentation, numerical modeling of storm surge, sand borrow
source analysis, coastal processes analyses, interior drainage
analyses, various structural and geotechnical analyses (including
foundations and other structural fortifications), damages and benefits
analyses, environmental analyses and assessments including HTRW
analyses, public usage surveys, remote sensing, cultural resource
investigations, cost estimating and institutional investigations. The
services will be provided by a fixed-price contract. Technical
Capability Required: Civil engineering, coastal engineering with
experience in coastal structures (such as bulkheads, revetments,
breakwaters and seawalls) and beach design, soils and geophysical
engineering, ocean engineering, hydrologic/hydraulic engineering,
structural engineering, geotechnical engineering, mechanical
engineering, electrical engineering, surveyors, photogrammatrists,
physical scientists (including meteorologists, geologists,
geomorphologists and/or geochemists), economists, biologists (including
marine biologists, aquatic and terrestrial ecologists), environmental
scientists, archeologists/cultural resource specialists, cost
estimators, systems analysts, computer technicians, CAD technicians,
technical writers. Special Qualifications: Subsurface exploration
capabilities (including side-scan sonar capabilities), registered
Professional Engineer (P.E.), registered Professional Land Surveyor
(P.L.S.) and/or registered Professional Geologist (P.G.) Certification
of supervisory personnel, actual experience in the following: (1)
littoral budget, (2) beach, coastal and coastal inlet structure design,
(3) beach surveys mapping and aerial photography, (4) storm damage
survey and analysis, (5) hydrographic, photogrammetric and bathymetric
surveys, (6) coastal processes, bay and inlet numerical modeling, (7)
numerical modeling and analysis of shoreline change and of beach
profile change, (8) hydraulics and hydrology including interior
drainage analysis, (9) public usage analyses (including recreational
usage analyses), (10) environmental assessments and environmental
impact statements, (11) cultural resource investigations, (12)
cost/benefit analyses on civil works projects, especially storm damage
reduction projects, (13) cost estimating with experience on civil
works projects, especially storm damage reduction projects, (14)
preparation of cost estimates and reports using the MCACES Gold
estimating software, (14) preparation of professional reports and
presentations for the public using computerized methods, (15)
development of GIS database input/output, (16) expertise in designing
pumping systems and their related instrumentation and mechanics, (17)
floodgate design, (18) familiarity with the formulation and production
of feasibility-style reports and report appendices for the USACE, (19)
formulation of environmental monitoring programs, (20) development of
planning documentation including Project Management Plans. Closing Date
for Submission of Form 255: 30 days after CBD advertisement. If closing
date falls on a Saturday, Sunday or holiday, then the actual date will
be on the next business day. Only those submittals incorporating the
11-92 revisions of the SF-254 and SF 255 will be considered.
Furthermore, special attentions should be given to the manner in which
these forms are completed. The SF 254 should reflect the overall
capacity of the firm. The SF 255 should reflect only the personnel
dedicated to the specific project referenced in the submittal. These
guidelines should be closely followed, since they constitute procedural
protocol in the manner in which the selection process is conducted. The
firms should indicate, in block 10 of the SF-255, that a QA/QC plan
will be submitted on how the Prime consultant will manage their team to
ensure that quality products are delivered to the New York District.
Estimated Value of Contract: $1 -- 3 million. A/E selection will be
based on the requirements referenced above and the following criteria
listed in relative order of importance. Professional qualifications
necessary for satisfactory performance of the required services.
Specialized experience and technical competence of firm in the primary
work required. Capacity of the firm to accomplish multiple projects
simultaneously within required time and with cost limitations. Past
performance on contracts with government agencies and private industry
in terms of cost control, quality of work and compliance with
performance schedules. Location in the general geographic area of the
New York District and knowledge of the localities provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the Atlantic Coast of New York
Monitoring Program. Extent of participation of small businesses, small
disadvantaged businesses, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the total estimated effort. This is a
secondary selection criterion which will be used as a "tie-breaker," if
necessary. Volume of work previously awarded to the firm by the DoD.
DoD desires an equitable distribution of contracts among A/E firms,
including small and disadvantaged firms, as well as firms that have not
had prior DoD contracts. This is a secondary selection criterion which
will be used as a "tie-breaker," if necessary. Responding firms must
clearly present billing amounts for all USACE work as well as other DoD
work for the past year-prior to the date of this announcements. As a
requirement for negotiations, the selected firm must submit a quality
control plan for government approval which will be enforced through the
life of the contract. Estimated Start: 1 January 1998 Estimated
Completion: 30 September 2000. Small and disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses, and all interested contractors
are reminded that the successful contractor will be expected to place
subcontracts to the maximum practicable extent with small and
disadvantaged firms in accordance with Public Law 95-507.. The
submittal should be sent in triplicate to Ms. Willien Cunningham,
CENAN-EN-M, Department of the Army, U.S. Army Engineer District, New
York, Jacob K. Javits Federal Building, New York, NY 10278-0090. Notes:
Firms who have not previously applied for NYD projects and firms who do
not have a current SF 254 on file with the NYD should submit two copies
of SF 254 on initial response to our CBD. One contract award will be
made from responses to this announcement. The selected A/E shall be
required to submit a subcontracting plan with the final proposal. The
plan must be consistent with Section 906 (B) of PL 100-180. Subcontract
awards to Small businesses (SB), Small Disadvantaged Businesses (SDB),
Historically Black Colleges and Universities (HBCU) or Minority
Institutions (MI) shall be included in the plan. Of the total planned
subcontracting dollars, at least 22% should be awarded to SB, and at
least 10% should be awarded to any combination of SDB, HBCU, or MI.
Firms should submit three copies of SF 254and SF 255 in response to
this CBD announcement. Firms using subcontractors should also include
copies of their SF 254 with the submittal. Personal visits and
telephone calls for the purpose of discussing consideration for this
work will not be accepted. Firms shall indicate on page 11, block 10,
of the SF 255 the total number of DoD awards (basic, modifications,
IDC/work orders) and the total value of those awards (A/E fee) within
the last 12 months prior to the date of the announcement. Firms that do
not comply with this requirement may be considered non-responsive a)
Notification of all firms will be made within 10 calendar days after
approval of the Final selection. Notifications will not be sent after
preselection approval. The notification will say the firm was not among
the most highly qualified firms and that the firm may request a
debriefing. b) The A/E's request for a debriefing must be received by
the selection chairperson within 10 calendar days after the date on
which the firm received the notification.c) Debriefing(s) will occur
within 14 calendar days after receipt of the written request. d) Copies
of all SF 254s and SF 255s of all firms, who are not short-listed, will
