FA2550-98-QY023 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued to AT&T Wireless Services however, any
responsible source may submit a quotation which will be considered. SIC
Code 4812 applies. Place of performance is Falcon Air Force Base,
Colorado. Fire fixed price quotations are due in writing by 2 PM local
time on 26 September 1997 at 50 CONS/LGCS, 66 Falcon Parkway Ste. 49,
Falcon AFB, CO. 80912-6649. Questions, SSgt William M. Maciorowski
719-567-3816, fax 719-567-3809. 1. Provide cellular telephone service,
both digital and analog, to Falcon Air Force Base. The home area must
include, as a minimum, the greater Colorado Springs area north to
Monument, south to Fountain,east to Ellicott and west to Manitou
Springs. The period of performance is from 1 October 1997 thru 30
September 1998. 2. The vendor must provide a cellular signal greater
than -80dBm and a carrier to interference (C to I) ratio of 18 decibels
or stronger over the majority of Falcon AFB's driveable roads These
results must be documented in drive by test results submitted as part
of each offeror's proposal. 3. Provide optional features, as requested,
such as call waiting, call forwarding, three-way conferencing, no
answer/busy transfer, mobile data and voice messaging. 4. Activate and
deactivate cellular telephone numbers at the request of the
government. There shall be no service charge to establish or restore
cellular service, to change a phone number or to change/activate
optional service features. Termination of one or more cellular
telephone numbers/features shall be made on an as needed basis at no
charge to the government. 5. Orders for changes in service such as:
additional access lines, features and other services shall be called
out telephonically by the government. If the request is made before
1200 noon, the services shall be provided no later than close of
business the same day. If the request is made after 12200 noon, the
services shall be provided no later than 0900 the following business
day. The contractor shall respond to emergency requests to restrict
outgoing calls on lost or stolen cellular phones within two hours of
notification, 24 hours a day, seven days a week. 6. Provide detailed
monthly invoices electronically to reflect billing for airtime used.
