38 Logistics Squadron has a requirement for nonpersonal services for
local telephone exchange services at the 361st Recruiting Stations at
the following cities in Washington: Seattle, Bellingham, Bellevue,
Silverdale, Tukwila, Lacey, Tacoma, Puyallup, Vancouver, and Yakima.
The proposed contract is for five years. The local exchange service
provider certified by the Washington PUC shall provide local commercial
communications service for the 361st Recruiting Stations. Local
communications service shall include, as a minimum but not limited to,
analog subscriber lines, directory number and number portability,
emergency 9-1-1 service, operator and directory assistance, local and
Intra-LATA access, and interconnection with Inter-LATA exchange
carrier. Competition is open to domestic and foreign sources. All
responsible sources may submit a bid, which shall be considered. In
order to ensure receipt of any solicitation amendments, all potential
offerors must provide a written request to the contracting officer to
be placed on the acquisition source list. The request must include the
following information: Contractor address, phone and fax numbers,
business size (large or small), whether disadvantaged and/or a
women-owned business (greater than 50% ownership), whether
foreign-owned or controlled, and reference the solicitation number. For
this acquisition, a concern will be considered small under SIC 4813
with size standard of 1500 employees. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

should only be contacted with issues or problems that have previously
been brought to the attention of the program manager and/or the
Contracting Officer and could not be satisfactorily resolved at that
