On May 15, 1997, the IRS issued a Request for Comments (RFC) for a
PRIME Systems Integration Services Contractor (hereinafter known as the
PRIME) together with the Modernization Blueprint (which includes the
Business Requirements, Functional and Technical Architectures and the
Implementation Sequencing Plan). Consistent with the IRS commitment to
partner with the private sector, the IRS is issuing a Draft Request
for Proposals (RFP) that builds on the RFC by reflecting the invaluable
input of the information technology industry, with a particular focus
on the comments provided by the potential Prime Systems Integration
Services Contractor offerors. The intent of the draft RFP is to: (a)
Continue to forge effective communications with Industry; (b) Finalize
technical and business approaches for inclusion in the Final RFP; and
(c) Step closer to the goal of acquiring a strategic partner (PRIME)
for the IRS Modernization effort. OBTAINING THE DRAFT RFP AND
MODERNIZATION BLUEPRINT. You may obtain a hardcopy and/or a CD-ROM of
the Modernization Blueprint. Refer to the World Wide Web (WWW),
http://www.ustreas.gov/treasury/ bureaus/irs/prime for further
instructions. Please note: this is the same version of the
Modernization Blueprint that has been available since May 15, 1997. The
draft RFP will be available on the WWW in early October 1997, at
http://www.ustreas.gov/ treasury/bureaus/irs/prime or in hardcopy from
the above address or by email at prime@ccmail.irs.gov. ELIGIBILITY
REQUIREMENTS FOR THE PRIME. Without exception, Modernization is the
single largest known systems integration yet contemplated by either the
public or private sector. Given the breadth and depth of Modernization
the IRS seeks only those organizations with the extraordinary
qualifications and experience required for such a vast undertaking.
Only organizations which meet or exceed the following criteria would be
eligible to submit proposals for the PRIME contract: (a) Government
approved Compensation, Purchasing, Estimating and Accounting Systems;
(b) Available working capital to be no less than $200 million; (c)
Software Capability Maturity Model (CMM) Level 3 Certification; (d)
Software Acquisition CMM Level 3 Certification; and (e) Demonstrated
significant program management and systems integration experience
including management of subcontractors as measured by lead
responsibility for development and implementation of an integrated
information system or systems with a scope requiring: In excess of 5
million lines of computer code or equivalent scope and complexity
(e.g., integration of COTS and custom code); and/or A budget in excess
of $300 million. WRITTEN COMMENTS. Qualified and interested
organizations are encouraged to provide written comments concerning all
elements of the draft RFP and Modernization Blueprint. Please provide
these comments in Wordperfect format to the above address, or by email
to prime@ccmail.irs.gov. Comments are due 30 days after the date the
draft RFP is issued. OBTAINING THE FINAL RFP AND MODERNIZATION
BLUEPRINT. The final RFP will be available on the WWW in early
December, 1997, at http://www.ustreas.gov/treasury/ bureaus/irs/prime
or in hardcopy from the above address. A CD-ROM and hard copy of the
Modernization Blueprint will also be available. Refer to the World Wide

further instructions. We intend this to be the final CBD announcement
that will be issued for the PRIME. All subsequent communication
regarding the PRIME will be posted on the WWW. It is incumbent upon
