Internal Revenue Service (IRS), at its discretion, may award multiple
contracts for assistance in improving its credit management practices
by acquiring risk and credit management techniques and associated
predictive models. A Firm Fixed price one-year contract is anticipated.
This is not a request for proposal. The RFP will be available on
October 15, 1997, proposals are due thirty days after closing of this
notice. All responses to this announcement must be in writing, no
telephonic responses will be accepted. The general requirements of the
project are: (1) Develop a set of models for predicting accounts
receivable dispositions, and dollars collected, and a framework for
comparing these models; (2) Develop a draft report based on the models
developed; (3) Develop a final report and computer code for the final
models; (4) Provide technical support which includes answering
technical questions on the models, performing additional runs of the
models with updated data sets, and provide clarification and
explanation on issues relating to the models; (5) Provide one
presentation of the models to IRS Executives and another to IRS
technical staff. Those parties interested in receiving RFP
TIRNO-97-R-00073 may obtain it electronically via modem from IRS
Procurement Bulletin Board (P/BBS) which may be reached at (202)
799-0943. The BBS protocol line requirements are: IRS Procurement BBS;
no parity; 8 data bits; 1 stop bit; 9600 baud. The system will prompt
for your name, business name and address, the kind of system being
used, a user ID and a password of your choice. At the Main Systems
Menu, type L and press the ENTER key Type S to select a library and
press ENTER. Type RFP and press ENTER. Type F and press ENTER to review
a list of files. To download a file, enter D (IRS&DEPT.EXE)(ZMODEM) and
press ENTER. (NOTE:IRS&CREDIT.DEPT.EXE is the filename for the credit
management RFP) To exit the BBS and/or any menu, type X. This BBS
operates 24 hours per day, 7 days a week and American National
Standards Institute (ANSI) terminal emaluation is recommended. A copy
of the RFP may be furnished via INTERNET transmission by submitting a
request to Janice.Brinkley@ccmail.IRS.Gov, and providing the complete,
accurate INTERNET address. If interested parties do not have the
capabilities to access the IRS/BBS or receive INTERNET transmissions,
they can obtain a hard copy by submitting a written request via
facsimile to Janice M. Brinkley, Contract Specialist, at 202-283-0610
or by writing to the above listed address. Copies of the RFP will not
be provided in more than one medium. In order to minimize reproduction
costs, electronic transmissions are preferred. The IRS takes no
responsibility for undeliverable mail (electronic or postal). This will
be an unrestricted acquisition. The Standard Industrial Classification
Code is 8742 and the small business size is $5 million dollars of
average receipts. Note: The date for proposal in this notice is
