synopsis/request for quotation prepared in accordance with FAR Part 13,
Simplified Acquisition Procedures, as supplemented with additional
information. This announcement constitutes the only request for
quotations. Proposals are being requested and a written request for
quotation will not be issued. This synopsis/request for quotation
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-46. This procurement is under a 100 percent
small business set aside. The Standard Industrial Classification Code
is 8999. A. BACKGROUND INFORMATION: The U.S. Nuclear Regulatory
Commission (NRC) desires to create and maintain a work environment in
which every employee can and desires to do their best work, thereby
maximizing the potential of all employees and improving regulatory
excellence. The NRC is initiating a managing diversity (MD) process
that will help NRC's executive team examine their ability to manage a
diverse workforce within the scope of our mission and goals and create
an environment that enhance regulatory excellence. To support this
activity, NRC requires the support of qualified contractor personnel
with specialized expertise to support the NRC's MD
educational/awareness process, advocacy, strategic justification and
planning, cultural diagnostic (audit), links to other major human
resource and managment initiatives, measurement tools, and feedback
process, and to highlight where and how subtle biases impact
organizational performance. B. OBJECTIVE: The contractor shall provide
qualified personnel and materials to support the NRC's MD process in
accordance with the Scope of Work. C. SCOPE OF WORK: 1. INITIAL
EXECUTIVE BRIEFING: The contractor shall conduct a 4-5 hour subtle
biases, awareness, communications, and advocacy briefing for the NRC's
Executive Director of Operations, his staff and selected senior
management officials. The NRC estimates that 30 people will attend this
briefing. The executive briefing is due30 calendar days after the start
date of the purchase order. The executive briefing will be held at the
NRC Headquarters, 11545 Rockville Pike, Rockville, Maryland and shall
be between 8:00 am and 5:00 pm. 2. INITIAL EXECUTIVE BRIEFING GOAL:
The goal of the executive briefing is to: A) identify/discuss the
nature of subtle biases and highlight where and how subtle biases
impact organizational performance; B) convey the purpose and objective
of the MD process; C) explain how a MD process can facilitate/improve
organizational performance and assist NRC's executive management in
defining its organizational goals related to managing diversity. 3.
INITIAL EXECUTIVE BRIEFING DELIVERABLE: The contractor shall submit an
outline of the Initial Executive Briefing to the NRC Project Officer
for review and approval 15 calendar days prior to the due date of the
briefing. Modifications to the outline of the briefing, as required by
the NRC Project Officer, shall be submitted to the NRC Project Officer
5 calendar days prior to the due date of the briefing. II. OPTION FOR
TWO ADDITIONAL EXECUTIVE BRIEFINGS: If the Initial Executive Briefing
on the MD process is acceptable and adopted, the NRC will request, in
writing, two additional executive briefings for the remaining
management staff including regional managers within 10 calendar days
after the conclusion of the Initial Executive Briefing. The NRC
estimates that approximately 200 executives will attend these
briefings. These additional executive briefings are due approximately
45 calendar days after receipt of NRC's written notification to the
contractor to proceed with these briefings. D. PERSONNEL
QUALIFICATIONS: All personnel shall have extensive experience in the
corporate, private, and public sectors in the conduct of
management/executive briefings at all levels of an organization in
support of the MD process. This experience shall include experience in:
a) Identifying the nature of subtle biases, how they exists, and their
impacton organizational performance; b) Conducting MD awareness,
communication, and advocacy briefings/sessions for a diverse population
of executives in an organization on national and international levels;
and c) Identifying and discussing practical applications of the
managing diversity process for a diverse population of executives in an
organization on national and international levels. NOTE: Contractors
may address all or some of the qualification factors above relevant to
their expertise and experience, and consistent with all or parts of
Initial Executive Briefing Goal stated above. The resulting Purchase
Order may result in a single or multiple awards. E. NRC FURNISHED
MATERIAL: Within 5 working days upon award of the Purchase Order, NRC
will provide the contractor with the following materials: 1) NRC
Functional Organization Charts, NUREG-0325; 2) Personnel Manuals and
Policy Statements related to the merit process. F. PERIOD OF
PERFORMANCE: The Purchase Order will be effective for sixmonths from
date of award. G. NOTICE TO OFFERORS: I. Instructions for RFQ Pricing:
All offerors shall submit an offer for the Initial Executive Briefing
and Additional Executive Briefings as the NRC intends to award a
Purchase Order(s) based on a Total "Not to exceed" Amount for both
briefings. The NRC has estimated the amount for travel and per diem
expenses, which are inclusive. All offerors shall use the amount of
$1,000.00 in their quote. The contractor is hereby notified that they
shall provide and bill only for briefings provided to the NRC as
requested in writing. II. Instruction for Presentation of Past
Performance Information: A) Qualifications and Past Performance of
Professional Personnel: The Offeror shall submit the professional
qualifications of proposed personnel in accordance with the following
format (minimum of two pages, including the list of commendations
received): a. Name and Title of individual with authority to negotiate
and bind the organization; b. Name of Firm with which associated; c.
Years of Experience, -- with this firm, -- with other firms; d.
Education: -- Degree(s)/Year/Specialization; e. Description of
Experience, -- Include a brief description of presentations, seminars,
and assistance given to organizations (national and international)
within the past three years in MD. Such a description should note the
management levels involved in the presentation or seminar, and briefly
discuss the role played in assisting the organization to apply unique
principles in diversity management which required not only
organizational change, but also required individual adaption to change
by individual members of the organization. f. Include a list of honors
or letters of commendation received. B) Corporate Experience and Past
Performance of the Offeror's Firm: Corporate Experience and Past
Performance information for the Offeror's firm shall be provided in
accordance with the following format: a. Describe, in general terms,
corporate experiencein performing the same or similar work as required
in the Scope of Work over the past three years. Include a brief
description of corporate procedures used to provide backup personnel
with the same or similar qualifications in the event the key personnel
identified are not available to complete the requirements as stated in
the Scope of Work. b. Identify ALL awards obtained in this field in the
past three years. Identify the size of the award, title and sponsoring
agency or firm. List any awards received, letters of commendation,
that will demonstrate the Offeror's corporate record of past
performance. c. For three recent awards, the Offeror shall provide a
name, address and telephone number of the project administrator. The
NRC may contact this reference and request the completion of a past
performance survey questionnaire. This information will be used to
evaluate the proposal. H. EVALUATION OF PROPOSALS FOR AWARD. A. By use
of numerical and narrative scoring techniques, proposals will be
evaluated against the evaluation factors listed in their relative order
of importance. 1) Qualifications and Past Performance of Professional
Personnel -- Extent to which the proposal identified personnel with the
necessary knowledge and experience to perform the Scope of Work as
demonstrated by the resumes submitted (55 Points); 2) Corporate
Experience and Past Performance of Offeror's Firm -- Extent to which
the proposal demonstrates a record of corporate past performance for
the same or similar work as demonstrated in descriptions of previous
work, as well as the description of procedures used to provide backup
personnel with the same or similar qualifications in the event that key
personnel become unavailable as verified by the references provided (45
Points); 3) technical/cost relationship is realistic, reasonable, and
