this synopsis must be in writing!! This is a combined Synopsis/Request
for Quotation for commercial services prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. Contractor to furnish all parts, labor,
material and equipment necessary to provide adequate Boeing 757
Simulator Training. Period of performance is 1 Oct 97 to 31 Jan 98.
This announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This acquisition
is 100% Set-Aside for Small Business Concerns. If inadequate response
is received from small businesses, the solicitation will be issued as
unrestricted without further notice. The SIC Code is 8299.
SPECIFICATIONS: Number of Simulators. The contractor will provide a
total of 24, eight hour simulator blocks (two four-hour simulator
periods on consecutive days) with associated instruction (wet
simulator). Training should consist of a standard sustainment training
syllabus offered to airline pilots modified for use by the 89 AW.
Schedule of simulators: Number of simulator blocks of training required
by month: October: six (6); November: six(6), December: six(6), and
January: six(6). These requests by month are highly desirable but can
be negotiated. Due to heavy travel schedules involved and the highly
volatile schedules crew members have, simulator training should begin
no earlier than 6 a.m. and end no later than midnight. All training
must be completed on-site (not out-sourced). All training should be
completed on consecutive days in the same training period agreed upon
between the contractor and the 1st Airlift Squadron. Specific simulator
box requirements. Due to the changing needs of the Air Force,
contractor-provided training must be realistic and will be critical to
mission success. Therefore, we require a simulator that is as
up-to-date as possible and has the following features: 1. At least six
axes of motion. 2. At least 160 degrees wrap-around visual display to
allow for practice circling approaches. 3. World-wide database of at
least 50 airports including Hong Kong to allow for airport
qualification type training. 4. Day-dusk-night visual capability. 5.
Instructor CRT available to give radar approaches, windshear profile
simulation, and terrain profile simulations. 6. Full array of
preprogrammed malfunctions; poppable circuit breakers 7. FAA Level D
simulator, capable of logging landings. 8. Flight deck should include:
FMS/EICAS system, Weather radar, and Video system capable of recording
training sessions. 9. Pratt and Whitney engines (aircraft will have P&W
2040s). 10. Procedures trainers/FMS trainers available. Number of
simulators. The contractor must have at least two Boeing 757 simulators
on site for maximum scheduling flexibility. It is highly desirable that
the contractor have two Level D simulators on site in case maintenance
problemsdisables one of the simulators. The Boeing 767 simulator is
not an acceptable alternative. Ground School. A two hour pre-brief and
one hour post brief are required for each four hour simulator period.
The contractor will also develop a one day, eight hour 757 ETOPs
planning and procedures class. This class should be incorporated into
one of the monthly simulator blocks. (Item) -- Boeing 757 Training,
Quantity -- 192 hours, $__ __ ___ unit price $__ __ __ ___ total cost.
Prices are FOB Destination to Andrews AFB, MD 20762-6500. Responses to
this RFQ must be received by 19 Sep 97, 1:00 P.M., Eastern Standard
Time. Delivery and Finance addresses will be provided upon award. Award
is to be based upon price and other factors in accordance with FAR
Clause 52.212-2 and as specified in descending order of importance: 1.
Provide past performance with references in writing of the offerors
ability to provide Boeing 757 Training, 2. Demonstrate in writing the
ability to begin performance 1 Oct 97, 3. Demonstrate in writing the
ability to provide a total of 24, eight hour simulator blocks, and 4.
Price. Past performance and deliver time rate considerably higher than
Price. Offers are required to document past performance suitably and
provide opportunity for verification. The following provisions apply to
this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial
Items; Evaluation-Commercial Items; FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items; and FAR 52-212-4,
Contract Terms and Conditions-Commercial Items. All inquiries and

accepted. No collect calls will be accepted. Award will be in the
