office will issue Request for Proposals for the design and construction
of MAJOR REHABILITATION, GARRISON DAM AND POWERPLANT, RIVERDALE, NORTH
DAKOTA. Proposals will be received on or about 01 March 1998. This
solicitation is unrestricted and open to both large and small business
participation. An industrial forum to include a site visit of the
power plant will be held on 22 and 23 October 1997 during a unit
maintenance outage. This is the only opportunity that is planned for
proposers to inspect an unwatered existing turbine. Contractors
interested in inspecting the site of the proposed work should contact
Mr. Dale Evenson at the Project Manager's Office, Garrison Project,

Telephone 402-221-4022. The work will include the following: (Approx.
quantities) Design, manufacture, and install replacement runners for
five (5) hydraulic turbines, each rated for approximately 140,100
horsepower at 163 feet net head. Possibly modify stay vanes and/or
draft tubes for increased performance. Possibly rewind one or more
generators each currently rated for 109.25 MW's. Inspect, rebuild
and/or replace a number of items such as guide/thrust bearings, wicket
gate bushings, wear rings, cooling water piping and strainers, and
other related work. The estimated design and construction cost of this
project is more than $10 million. Contractor's Quality Control will be
a requirement in this contract. The Contractor will be required to
commence work within 10 days after notice to proceed and complete the
work within the time period specified in the Request For Proposal.
Provisions will be included for liquidated damages in case of failure
to complete the work in the time allowed or to meet performance
guarantees. Draft plans and specifications will be available on or
about 06 October 1997. All requests for Draft packages should be made
in writing using the following request form. Final Request For Proposal
documents will be furnished to those requesting Draft documents when
they become available. The number of Draft plans and specifications and
the Final Request For Proposal documents will be limited to one (1) per
firm. An order blank for ordering Draft and Final plans and
specifications is furnished below. Orders shall be by written request
